THE JACQUES CARTIER AND CHAMPLAIN BRIDGES INCORPORATED, a body corporate having its Head Office in the City of Longueuil, province of Quebec, Canada, established by the St. Lawrence Seaway Authority Act and herein acting and exercising its powers as an agent of Her Majesty in right of Canada (hereafter referred to as “Owner”) invites you to submit a tender for Contract No. 50177 / Bonaventure Expressway, Champlain Bridge Estacade and their approaches, Snow Removal and Spreading and Supply of De-Icing Salts and Abrasives (2023-2028) (hereafter referred to as “Contract”).
This Contract consists generally of providing the labour, materials and equipment specified in this Contract to remove snow, and to supply and spread de-icing salts and abrasives for the period from November 1 to April 30 in 2023-2024, 2024-2025, 2025-2026, 2026-2027 and 2027-2028 on the federal section of the Bonaventure Expressway, including the portion renamed Gaétan-Laberge Boulevard, the Champlain Bridge Estacade as well as their approaches located in the Montreal area.
The Special Sections of the Tender Documents (Section 0 Notice to Contractors, Section 3 Special Administrative Conditions and Sections 4 Special Technical Conditions) for the Contract are available through “Merx” Private Tenders, at https://www.merx.com/pjcci, at the following costs, which are payable by credit card directly to Merx:
- for those who do not hold a subscription giving access to the Owner’s call for tenders on Merx: $70.00 per call for tenders for downloading the Tender Documents including the automatic delivery of addendums by email.
- for those who hold a subscription giving access to the Owner’s call for tenders on Merx: free downloading of the Tender Documents including the automatic delivery of addendums by email.
The Standard Sections of the Tender Documents (Sections 1, 2 and 5 to 11) are reproduced on the website of The Jacques Cartier and Champlain Bridges Incorporated (https://jacquescartierchamplain.ca/en/) under the tab Calls for tenders / Tender documents – Standard sections, new version (NV Version). These documents are incorporated by reference into and form an integral part of the Tender Documents as if they were formally reproduced therein.
This Contract is covered by Chapter 5 Government Procurement of the Canadian Free Trade Agreement and by Chapter 19 Government Procurement of the Comprehensive Economic and Trade Agreement.
Procurement strategy: lowest compliant bid.
If requested, the annual minimum fee for Cognibox membership is $800 before taxes.
The tenderers can visit the work site in the areas that are normally accessible to the public.
The submission of a tender constitutes an assertion that the Tenderer has read all Tender Documents and agrees to the conditions therein set forth.
The tenders must be completed on the Tender Form provided by the Owner and must be signed. To be eligible, the tender must comply with the Tender Documents and must be accompanied by the tender security therein specified.
The Tenderer is required to submit the Tender Form only; the other documents are provided to indicate to the successful tenderer what the contractual conditions are.
The unit price tendered on each work or materials pay item shall represent the actual cost of said work or materials. If, in the opinion of the Engineer, these prices do not represent the actual costs, the Owner may reject the tender.
The tenders, sealed and inserted into an envelope on which the return label provided with the Tender Form and marked “TENDER FOR CONTRACT No. 50175” shall be affixed, and which are with respect to:

No tenders received after the above closing date and time will be accepted. The time and date of receipt of the tenders will be deemed to be the date and time indicated by the stamp affixed by the Owner on the tender envelope. The Owner will not penalize the tenderer whose tender is received after the closing date and time if the delay is attributable solely to the Owner.
The tenderer may submit its tender in either of Canada’s two (2) official languages.
The Owner does not bind itself to accept the lowest or any tender, notably if the Owner determines that it is not in the public interest to award the Contract.
