476721-0039 - Giant Mine Remediation Project - 476721-0039 AR1 Freeze Pad (PSAB)

This procurement is set aside under the Federal government’s Procurement Strategy for Aboriginal Business (PSAB) program [A3000T(2014-11-27)]. Bidders must qualify and certify that either:
1. The bidder is an Aboriginal business, which can be:
a. a band as defined by the Indian Act
b. a sole proprietorship
c. a limited company
d. a co-operative
e. a partnership
f. a not-for-profit organization
in which Indigenous persons have at least 51 percent ownership and control OR
2. The bidder is either a joint venture, consisting of two or more Aboriginal businesses, or a joint venture between an Aboriginal business and a non-Aboriginal business provided that the Aboriginal business(es) has at least 51 percent ownership and control of the joint venture.
Bidders must complete and certify the PSAB forms provided in Attachment J.
Tłichǫ businesses, as identified in the land claim, can be used to define an Indigenous business regardless if a Tłichǫ business is registered with PSAB.
Bidders who respond to this RFP agree to accept and be bound by the requirements and conditions of this RFP document and attachments. Work under this Agreement comprises the excavation, placement of rock-fill in stockpile areas, and grading works to facilitate construction of freeze pads. Civil works for the development of the AR1 Freeze Pad including clearing, removal of contaminated soils, blasting, removal and disposal of blast rock, placement of granular fill, and installation of Jersey barriers.
