Description

Parsons Inc. (“Parsons” or “Prime Contractor”) is the Main Construction Manager for the Giant Mine Remediation Project (GMRP). Parsons is soliciting competitive proposals for the purpose of selecting the best value firm to complete all services associated with the seasonal operation of the Giant Mine Effluent Treatment Plant (ETP) as described in this RFP document and attachments.
Throughout this RFP, “Bidder” is the same as “Effluent Treatment Plant Contractor (ETPC)”. Bidders who submit a proposal agree to accept and be bound by the requirements and conditions of this RFP document and attachments.

The mandatory pre-bid meeting and site tour is scheduled for April 16, 2018 at 13:00 MDT. Bidders are to meet at the second-floor meeting area in the C-Dry area at Giant Mine, Yellowknife NWT. Bidders shall communicate with Thomas Parks via email no later than (1) work day before the scheduled visit to confirm attendance and provide the names of the person(s) who will attend. Bidders will be required to sign an attendance form. Bidders who do not attend or send a representative will not be given an alternative appointment and their proposal will be rejected as non-compliant. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.

Additional Bidding Instructions

In the technical portion, Bidders should address clearly and in sufficient depth the points that are subject to the evaluation criteria against which the bid will be evaluated. Simply repeating the statement contained in the bid solicitation is not sufficient. In order to facilitate the evaluation of the bid, Parsons requests that Bidders address and present topics in the order of the evaluation criteria under the same headings. To avoid duplication, Bidders may refer to different sections of their bids by identifying the specific paragraph and page number where the subject topic has already been addressed. The technical portion of the bid shall not exceed 40 number of pages. Pages are counted as letter sized, single sided, typed text no smaller than size 11 font, with margins no smaller than one inch. All pages shall be included in the “Technical” envelope.

Additional Bidding Instructions

Bidders shall submit the financial portion of their proposal in accordance with the Basis of Payment Schedule in Attachment B. Bidders shall complete Table 1 Basis of Payment Schedule for the Scope of Work, Table 2 Equipment Unit Rates for PAW, Table 3 Labour Unit Rates for PAW and Table 4 Basis of Payment Summary.

For Table 4, the total amount of Goods and Services Tax or Harmonized Sales Tax must be shown separately.
All prices must be in Canadian funds, FOB Giant Mine Site, Yellowknife. All items discussed in the bids are assumed to be included in the quoted firm unit, lot prices or the appropriate percentage markups.
THIS REQUIREMENT DOES NOT PROVIDE FOR EXCHANGE RATE FLUCTUATION PROTECTION. ANY REQUEST FOR EXCHANGE RATE FLUCTUATION PROTECTION WILL NOT BE CONSIDERED AND WILL RENDER THE BID NON-RESPONSIVE.
