Background – York University Experience Hub Department
The York University Experience Hub department identifies, structures and implements experiential opportunities across York in collaboration with Faculties across both the main Keele campus and York’s Bilingual Glendon campus.

As part of the York’s University Academic Plan, students will be provided with increased opportunities for experiential learning/education. To support the related activities to achieve this goal, vis a vis successful student and employer interactions, an integrated Institution-wide Experiential Learning Management Software Solution is required.
Objective
York is soliciting Proposals from experienced and qualified Proponents for the supply, delivery, implementation, support and maintenance of a hosted solution designed to facilitate experiential learning opportunities, addressing the needs of the student, and employer, and York. The System will enable York to leverage the course offering cycle administrative system to deepen York’s ability to measure and evaluate both the quantity and quality of Work Integrated Learning and Experiential Learning opportunities and engagements.
The goal of this project is help satisfy government Experiential Education reporting obligations (https://www.ontario.ca/page/2014-17-strategic-mandate-agreement-york-university) and to implement a pan-university solution that meets the needs of York departments and Faculties that work with employers or community partners. This includes, but not limited to the Career Centre, the YU Experience Hub, Faculties that have Co-operative Education, or Field Placement, Internships, or Degree or Course Based Placements, Community Based Research, Community Based Learning or Community Service Learning. This system should also have the capacity to automate co-curricular activities as well.
Some of the potential benefits of implementing such a system across York University include:
- Increased access to accurate institution-wide employer data;
- Improved communication with employers;
- Employer access to continuum of students (current students to graduates);
- Institution-wide employer relations management;
- One system, regardless of type of employment related activity with which students may be engaged;
- All participating departments having access to a high quality and efficient system;
- Collaboration of employer outreach activities; and
- Ability to track curricular, co-curricular, and placement activities.
York’ is seeking a cloud-based service solution for both the application and data.
York’s preference is to award one (1) qualified and experienced Proponent for the Work outlined in this RFP.

This procurement is covered by Chapter 5 of the Canadian Free Trade Agreement.
Delivery Date:
The Selected Proponent should have a fully implemented System by May to August, 2018 and a go-live date of January 1, 2019.
The following should be completed before commencement of the Software Configuration Cycle within the Implementation phase:
- Successful implementation of an English/French Bilingual Interface (Section 6.8 - Bilingualism); and
- Successful implementation to meet Canadian Anti-Spam Legislation (Section 6.10 – Canadian Anti-Spam Legislation).
Duration of Agreement:
The initial term of the Agreement shall be for forty-eight (48) months from the date of an award, with two (2) optional twenty-four (24) month extensions, at York’s sole discretion. All prices shall be net, firm and not negotiable for the initial forty-eight (48) months. Should York choose to exercise its option to extend subsequent to the initial term, any extension to the Agreement shall be upon the same terms and conditions, except for price, which shall be agreed in writing by the parties and shall not exceed the Consumer Price Index – Canada, All-items.

Negotiation:
York reserves the right in its sole discretion to negotiate modifications to any Proposal received without becoming obligated to offer to negotiate with any other Proponent(s).
