18-097 - Waste Haulage Services RFP

Objective of this RFP
 
UW is looking to establish an agreement with a high performing licensed waste management company whose acceptable items for mixed containers and mixed paper streams align well with the Region of Waterloo.
 
The overall objectives are as follows:
 

• Increase the capture rate of organic waste on campus which is currently collected from only nine (9) locations;
• Enhance campus aesthetics within limited resources without the use of moloks (campus aesthetics currently is negatively impacted by presence of large numbers of recycling carts, bin condition and collection location);
• Work collaboratively with UW to continue to explore alternative ways of increasing diversion of waste from landfill;
• Include an annual campus waste audit within the service contract;
• Explore alternative pricing models (at a minimum the agreement will include collection of garbage organic materials and cardboard.  Where feasible collection of recycled packaging & containers will also be included); and
• Reduce ring road traffic during peak hours between 7:00 AM to 7:00 PM.

• Work collaboratively with UW’s mandate to maximize the capture of divertible materials and achieve a sixty percent (60%) diversion rate by 2025 and a ninety percent (90%) diversion rate by 2035;
• Assist with a transition to a new contract between December 24th, 2018 and January 4th, 2019; and
• Have the ability to report on the amount of waste collected and diverted; and
• Provide UW with a waste management program that tracks weights of collected materials on at least a monthly basis.
