UNIVERSITY OF WATERLOO - NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT: #20-039
Professional Services – Capital campaign assistance (corollary work)
The University of Waterloo (UW) intends to award a contract for professional services for capital campaign assistance, as follow-up services related to a previously competitively bid project, to Grenzebach, Glier & Associates (‘GG+A’), Inc., of Chicago, Illinois, USA, as outlined below.
This is an advanced Notice indicating to the supplier community that UW intends to award a contract for these services to a pre-identified supplier. If no other supplier submits, on or before the closing date of this notice, a challenge with a suitable plan for an alternate approach, the competitive requirements of the University are considered to have been met. Following notification to any suppliers not successful in demonstrating an approach that is in the best interests of the University, the contract will then be awarded to the pre-identified supplier.
Process overview
Last year, the University issued RFP #19-063 for a consultant to provide comprehensive fundraising campaign recommendations. Proposals were evaluated and the contract was awarded to GG+A, who most recently reviewed and assessed the University of Waterloo’s Central Advancement team for readiness for a large comprehensive campaign. In discussing GG+A’s work and recommendations, there is strong internal interest and support to expand the scope beyond the assessment by including additional work to augment the campaign.
The University’s 2020-2021 budget has since been approved, and funds have been allocated for continued work on the capital campaign project. The total value of these services is expected to be less than $100,000 CAD, not including HST.
PROPOSED SOLUTION:
In order to continue the work done to date, and without interruption, the University Provost and the Faculties have approved additional services from GG+A to assist with the campaign development.
SINGLE SOURCE JUSTIFICATION:
GG+A has the background and understanding of the current state Advancement resourcing, and this University initiative; GG+A has built upon knowledge gained throughout the previous engagement with those who are supporting the capital campaign.

Agencies who wish to challenge the award of this corollary work may, in writing, detail their reasons, including their suggested alternate approach, to the attention of the contact person identified below, on or before the closing date of this Notice.
