UNIVERSITY OF WATERLOO - NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT: #21-033
The University of Waterloo (uWaterloo) intends to award a single source contract to JEOL Canada Inc., of St-Hubert, Quebec, for the ongoing maintenance and repair to original equipment manufacturer (OEM) specifications, for a suite of electron beam lithography equipment used in the fabrication of quantum nano devices.
This is an advanced Notice indicating to the supplier community that uWaterloo intends to award this service contract to a pre-identified supplier. If no other supplier submits, on or before the closing date of this Notice, a statement of specifications that, at a minimum, equals or exceeds the stated requirements set out in this Notice, the competitive requirements of uWaterloo are considered to have been met. Following notification to any suppliers not successful in demonstrating that their statement of specifications meets the requirements set out in this Notice, the contract may then be awarded to the pre-identified supplier.
If other potential suppliers submit statements of specifications prior to the closing date of this notice, and meet the requirements set out in this Notice, uWaterloo will proceed to a Request for Proposal process in order to award the contract.
SPECIFICATIONS:
The service level agreement (SLA) and contract pertain to the OEM equipment JBX-6300FS ELECTRON BEAM LITHOGRAPHY SYSTEM:
The period of coverage is for two years, billed in annual increments, and includes -
- Dedicated account manager
- Factory trained engineers
- 1 (one) routine and 1 (one) emergency visit per year, with parts replacement
- Unlimited telephone and email support
- Call history tracking
- Average response time of five working days
SOLE SOURCE JUSTIFICATION:
Only the original equipment manufacturer (JEOL) or their agent has the necessary in-house expertise and contacts with their OEM component manufacturers to ensure that this highly complex and delicate equipment be maintained and serviced in accordance with proprietary OEM procedures. This will ensure continued optimal and safe system performance consistent with the specifications detailed in the original RFP for this suite of equipment.
The approximate cost of this contract over a two-year term is $300,000 CAD, plus HST.
Process:
Suppliers who consider their service offering fully compliant and eligible may submit a statement of specifications, in writing, to the contact person identified in this Notice on or before the closing date of this Notice. The statement of specifications must unequivocally demonstrate how the supplier meets these advertised requirements.
