UNIVERSITY OF WATERLOO - NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT: 17-088
Non‐Integrated Liquid Helium Plant w/ Automatic Purifier
The University of Waterloo (UW) intends to award a single source contract to Cryomech, of Syracuse, NY, USA, for the purchase of a Non‐Integrated Liquid Helium Plant w/ Automatic Purifier.
This is an Advanced Notice indicating to the supplier community that UW intends to award a contract for these goods to a pre-identified supplier. If no other supplier submits, on or before the closing date of this notice, a statement of specifications that, at a minimum, equals or exceeds the stated requirements set out in this Notice, the competitive requirements of the University are considered to have been met. Following notification to any suppliers not successful in demonstrating that their statement of specifications meets the requirements set out in this Notice, the contract may then be awarded to the pre-identified supplier.
If other potential suppliers submit statements of specifications during the fifteen calendar day posting period, and meet the requirements set out in this Notice, UW will proceed to a Request for Proposal process, in order to award the contract.
SPECIFICATIONS:
The helium liquefier system includes Two Helium Liquifier plants, each consisting of a 160 liter storage dewar, pulse tube cooler and compressor integrated on wheels. Included are the necessary fittings to connect to low pressure helium recovery and to a supply of pure helium gas - two valved flexible liquid helium transfer siphons, an automatic (liquid nitrogen free) helium purifier (with heater blanket for regenerating the system).
In particular, the system provides:
- Two mobile liquid helium plants capable of each producing 22 liters of liquid helium per day.
- One automatic helium purification system capable of purifying enough helium gas to supply 4 helium liquefier plants giving a total liquification rate of 80 liters of liquid helium per day.
The budget for this purchase is approximately $250,000 USD, plus HST.
SOLE SOURCE JUSTIFICATION: Standardization
The University of Waterloo low temperature materials labs consists of 4 wet dilution refrigerators. Two (2) LHeP18 Cryomech helium plants (18 liter per day each) are already in use for research and teaching. These are based on the Cryomech PT415 pulse tube cooler. The addition of two more Cryomech units (using the PT415 pulse tube coolers) in the same facility will allows for an inventory of compressors and parts to be standardized in terms of maintenance and operating. This additional purchase will take advantage of existing expertise in running and maintaining these systems. The automatic helium purifier is a system that runs on a Cryomech cooler, and is configured to be integrated with the helium plants.
Process
Suppliers who consider their equipment fully compliant and available within budget may submit a statement of specifications, in writing, to the contact person identified in this Notice on or before the closing date of this Notice. The statement of specifications must unequivocally demonstrate how the supplier meets these advertised requirements within budget.
