UNIVERSITY OF WATERLOO - NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT: #21-038
Customized laser enclosure system with offset locking module and fibre noise cancellation
The University of Waterloo (UW) intends to award a single source contract to Stable Laser Systems of Boulder, Colorado, USA, for the purchase of customized laser enclosure system as described herein. The budget for this entire package is approximately $200,000 CAD, not including taxes/HST.
This is an Advanced Notice indicating to the supplier community that UW intends to award a contract for this equipment to a pre-identified supplier. If no other supplier submits, on or before the closing date of this notice, a statement of specifications that satisfies the stated requirements set out in this Notice, the competitive requirements of the University are considered to have been met. Following notification to any suppliers not successful in demonstrating that their statement of specifications meets the requirements set out in this Notice, the contract may then be awarded to the pre-identified supplier.
If other potential suppliers submit statements of specifications during the fifteen-calendar day posting period, and meet the requirements set out in this Notice, UW will proceed to a Request for Proposal process, in order to award the contract.
Process - Suppliers who can provide equivalent equipment with proven functionality required for the research, within budget, are encouraged to submit a statement of specifications, in writing, to the contact person identified in this Notice on or before the closing date of this Notice. The statement of specifications must unequivocally demonstrate how the supplier meets these advertised requirements within budget.
SPECIFICATIONS –
1762 nm stabilized laser with linewidth <1 Hz at 1s, measured as an equivalent Allan Deviation of 5e-15, using customer-supplied Toptica DL-Pro with FiberDock and narrow-linewidth option, which will be integrated into the SLS enclosure:
I. Fiber coupled output: PM FC/APC fiber carrying frequency-stabilized light at 1762 nm fiber type PM1550
II. Fiber coupled output: PM FC/APC fiber for wavemeter monitor fiber type PM1550
III. Cavity Finesse: >400000
IV. Cavity FSR: 1.5 GHz
V. Cavity mounted in dual stage temperature-controlled vacuum housing
VI. Transmitted power photodetector
Offset locking module using the already included phase modulator:
1. locking from +-50 MHz up to +- 725 MHz offsets
2. Maximum step size 1 mHz
3. The DDS synthesizer can be referenced to an external 10/100 MHz reference signal
4. Unit can be controlled through a serial link; there is a set of test-like commands (set and query) to set the DDS frequency, set a frequency ramp rate (potentially to cancel the cavity drift), or triangle ramp the locked laser frequency
The complete system will be housed in a rackmount unit that is 18 U high and 28” deep, with, complete fiber noise cancelation unit (including all electronics and optics, including 5 m of transport fiber PM1550.

SOLE SOURCE JUSTIFICATION
Stable Laser Systems is the only supplier we can locate who customises a laser enclosure and mounting system as described, using the customer’s existing laser equipment.
The University is unaware of any other supplier/manufacturer that is willing to design and build this specialized enclosure within budget of approximately $200,000 CAD (not including HST). Experienced suppliers who engage in similar activities are encouraged to contact us, as per below:
