Description

The University of Waterloo Sight Enhancement Equipment Pool and Assessment Centre (SEEPAC) is seeking bids on desktop video-based closed circuit television (CCTV) equipment that have a very specific purpose as a reading device for use by a person who has a visual impairment. The equipment must have been especially designed as an assistive device for this function and only devices so identified will be considered as eligible for consideration in this RFP. The equipment will be purchased for use in the Ontario Ministry of Health’s Assistive Devices Program (ADP) Sight Enhancement Equipment Pool (SEEPAC) for lease to eligible Ontario residents.
This RFP-21-050 is for Desktop CCTVs. If Respondents are proposing more than one (1) CCTV Device that is a Desktop, they will be submitting multiple Proposals to RFP 21-050. If Respondents are submitting a CCTV Device that is a Multifunction Device (RFP 21-055) or a Portable Device (RFP 21-060) they will need to submit under the correct RFP respectively.
This RFP is part of a two (2) stage process. The Phase 1 RFP (first phase) will be to prequalify which CCTV Desktop Devices will be qualified to advance to the Phase 2 RFP (second stage). Respondents responding to the Phase 1 RFP for Desktop Devices must create a new and separate Proposal for each and every Desktop Device being proposed. If the Device comes in different configurations, each separate configuration is one Proposal. If the different configuration is a simple accessory (e.g. a value added item that can be easily added and removed such as a feature kit, stand or xy table) and does not impact the shipping and packaging of the Device, then it may be submitted as one Proposal with a value added option. If in doubt, please submit two Proposals. Each Device must be a complete unit capable of operating “as is” without the purchase/addition of other equipment

Please read the RFP document carefully - this is a two stage RFP process. Your Phase 1 submission must be uploaded, submitted, and finalized prior to the Closing Time of August 16, 2021, 2:30 PM EDT. We strongly recommend that you give yourself sufficient time and at least ONE (1) day before Closing Time to begin the uploading process and to finalize your submission. Bonfire will shut down at the Closing Time of 2:30:00 pm on the closing day even if you are midway through an upload. Any Proposals received by the Closing Date and Time will be considered. Any that have not been uploaded will not be considered. Do not leave your upload to the last day/minute. Do not submit your documents in Merx.
Only those who have been prequalified in Phase 1 will be invited to Phase 2.
