UNIVERSITY OF OTTAWA – Advance Contract Award Notice # 2018029-ACAN– Strategic and operational advice and programs for Telfer Executive Programs to create and expand, for the public and non-profit sectors, executive leadership learning opportunities.
 
PURPOSE
 
The purpose of this Advance Contract Award Notice (ACAN) is to post the University of Ottawa’s (uOttawa) intention to enter into contractual arrangements with AMBA Associates Inc. to provide the services identified in the requirements noted below.
 
This ACAN provides prospective service providers the opportunity to demonstrate that they are capable of satisfying all requirements set out in this Advance Contract Award Notice by way of submitting a Statement of Capabilities on or before the posting end date.
 
 
SCOPE OF WORK FOR PROPOSED SERVICE PROVIDER
 
The Director of the Telfer Executive Programs (TEP) at the Telfer School of Management requires the services of AMBA Associates, led by Glen Bailey the senior partner, to provide strategic direction and ongoing operational advice and leadership of specific programs (design and development) to enable TEP to fulfill its plan and mandate for the expansion of its leadership development offerings for public sector leaders, mostly with the Canadian Federal Public Service.  
REQUIREMENTS
 
The resource assigned to this mandate from the service provider requires at a minimum:
 

• In-depth knowledge and proven experience in professional development and training methods, especially as it relates to public sector executives, from senior manager positions to the highest executive decision-making positions.
• In-depth knowledge of the federal public sector apparatus, and knowledge of how leadership learning relates to performance appraisals and career development plans of public sector professionals.
• Demonstrated knowledge and experience in designing executive development programs, and ability to provide tailor-made training solutions for these audiences.
• Demonstrated experience in overseeing and managing learning programs in a university context.
• Experience as an instructor to specialized public sector groups, particularly at the executive level.
• Demonstrated experience in organizing leadership programs and related special events for the Centre for Executive Leadership.
• Proven experience and demonstrated management skills in a university context: experience in organizational development, organizational restructuring and change, program performance reviews, strategic planning and design of implementation plans.
• Strong writing skills for both high level and strategic documents, and for learning tools and presentations.
• Demonstrated ability to work in teams, but also to self-direct and work autonomously.
• Proficient in English with working knowledge of French
• Certifications in the associated field
