This Request for Supplier Qualification (RFSQ) invites prospective Proponents to submit proposals in order to enable the University to establish Vendor of Record (VOR) Arrangements for planning and design specialists.
The University intends to establish VOR Arrangements, for the following three (3) categories of planning and design specialists: urban, municipal and master planners.
Stage 1 of the VOR process is initiated by this RFSQ and will result in the execution of a VOR Agreement between the University and the successful selected Proponent(s), and the creation of a list of VOR Planning and Design Specialist who could potentially provide, on an as required basis, the services in relation to a Stage 2 Request For Quotation (RFQ) process.
Stage 2 of the VOR process will be initiated by the University issuing a Request for Quotation to the Selected Proponents. In most cases the Request for Quotation will be for a lump sum bid, however the University reserves the right to request a breakdown of the lump sum amount by resource and hourly rate.
Proponents may submit proposals to one (1) or more categories. Each category requires a separate proposal package.

- Urban Designer
- exterior planning and design
- place making
- Master Planner
- maintenance and consolidation of information of existing CMP
- Municipal Urban Planner
- municipal planning matters
- zoning
- variances
- approvals
Mandatory requirements:
- Completed Proposal Cover
- Completed and signed Proposal Declaration Form
- Completed and signed No Conviction of Fraud Declaration
- Completed and signed Conflict of Interest, Ethical Conduct And Disclosure of Information Declaration
- Workplace Safety and Insurance Board (WSIB) Coverage demonstrated by a valid WSIB Clearance Certificate.
- Provide Proof of Insurance/or proof of intent to submit a valid certificate of insurance
