2022-40492-RFP - Library Space and Design Strategy

This Request for Proposals (RFP) is an invitation by the University of Ottawa (UO) to prospective Architectural firms (Proponents) to submit a proposal for the provision of professional services for a Library Space and Design Strategy (Master Plan) for the Library spaces of the University of Ottawa.

This project will produce a comprehensive Library Space and Design Strategy which reviews Library spaces and provides recommendations to meet present and emerging stakeholder needs.  Taken in concert, recommendations will provide a scalable design plan to create responsive and sustainable library spaces over the next 25 years.
The recommendations will be tied to the University of Ottawa Library’s mission to “advance cutting-edge research and support transformative learning by connecting the uOttawa community to expertise, services, collections and technology in a welcoming and supportive environment.” Recommendations must also consider the ongoing operations and supporting functions of the Library including library administration (governance, finance, human resources, and development, planning and evaluation), information technology management and facilities management.
The University of Ottawa (uO) is looking to retain the services of a qualified Architectural consulting team.  The primary mandate of this RFP is to carry out up close and thorough envelope inspections of pre-cast panels and shall provide the necessary services as outlined within the Statement of Work (SOW), as it pertains to Colonel By Hall.
As outlined in this RFP, the successful proponent shall perform a detailed Building Envelope Condition Assessments in the form of an Investigation and Recommendation (I&R).
The scope of services shall include a comprehensive review of all Building Envelope Architectural related system components, including, Structural, and where applicable, Mechanical, Electrical, and Fire & Life Safety as it pertains to the respective above project mandates. A comprehensive Envelope Assessment Report has been done in 2015 by LVM / Englobe. This study is to carry-on with updates and new findings as detailed below.
Through the successful completion of this mandate, the University will have a long-term capital renewal strategy for ongoing envelope-related capital investments, to maintain the building operation in a safe and reliable manner, while maintaining the activities of the building occupants.
The project objective is to mitigate immediate and apparent health & safety risks, maintain envelope integrity and performance, and extend the lifecycle of the envelope as needed to meet the long-term strategic vision that aligns with the campus master plan.
