RFP Objectives

The University of Ottawa is soliciting proposals from companies to provide complete services for the design, fabrication, supply, delivery, installation, testing and warranty for a new bend flume to be installed in the University’s Science Technology Engineering Mathematics (STEM) building.

The new bend flume must meet the specifications identified in Appendix G – User Specification Requirements.

Project Background

The bend flume at the University of Ottawa STEM building requires replacement due to its age and its defective condition. The flume is used to simulate flow in a river bend. The flume has been used for various experiments, including examination of the pattern of three-dimensional velocity in bend flows, use of groynes to minimize bank erosion, and mixing of effluents in river bends. For some experiments the flume is filled with sand and water is conveyed over the sand. Some of the sand is thereby transported out of the flume, and the channel bed develops a bathymetry more similar to that of a natural river.

The current flume is 1 m wide x 0.9 m deep x 18 m long. The flume includes a straight approach segment (12.19 m long), a 3.53 m long 135° channel bend segment that has a centreline radius of curvature of 1.5 m, and a final 2.44 m long straight exit segment, see Appendix G – User Specification Requirements for additional information.

Best efforts have been made to obtain accurate, detailed information on the current flume. Proponents should not assume this information is 100% accurate or complete.

Scope of Services

The services noted below are intended to assist in defining the scope of services required and are not exhaustive. It is the responsibility of the proponent to determine the level of services and resources required to provide a new bend flume that meets the user requirements detailed in Appendix G - User Specification Requirements of this RFP.

Conduct site survey, take measurements as needed. Review and inspect the current large bend flume on site to understand how it was built (for reference purposes only, new flume design is to suit the user specifications).
Inspect and understand the existing water systems that will connect to the new bend flume.
Inspect the support structure of the bend flume for suitability for re-use.
Develop new flume design which includes the connections to the existing water supply infrastructure.
Provide design drawings to the University for review and comments.
Provide shop drawings to the University for review and comments.
- Please note that the University will be providing comments for reference only not assuming g responsibility for the final design. It is the selected proponent’s responsibility to ensure the new bend flume will provide the functions that are outlined in Appendix G - User Specification Requirements of this RFP.
Fabrication of bend flume.
Supply, delivery and installation of bend flume.
Disposal of old flume material.
Testing for maximum loading as stipulated in Appendix G – User Specification Requirements must be done on site after completing the entire installation with the University witness.
Provide ten (10) year product and installation warranty.
