Description

This Request for Supplier Qualification (RFSQ) is an invitation by the University of Ottawa (University/Owner) to General Contractors (Proponents) to submit proposals to be prequalified for a construction project located on uOttawa Campus.

Mont Petit Hall is a four-storey building above grade and two stories below grade. The building was
originally constructed in 1972. It is centrally located on the main campus and houses the Faculty
of Human Kinetics and the Sports and Recreational Facilities. Within the building there are
auditoriums, classrooms, computer laboratories, offices, study rooms, an Olympic size pool,
gymnasium, exercise rooms, and squash courts.

The intention of the project is to address concerns with the building integrity and structure of the main terrace, while modernizing the main entrance to Mont Petit Hall, and ensuring it meets current barrier free standards. Roofs F will also be renewed as part of this project.

The definitions applicable to this RFSQ are those provided in the Standard Form of Contract CCDC2, 2008 Stipulated Price Contract for Construction and the University of Ottawa’s Supplementary General Conditions to CCDC2, 2008 Stipulated Price Contract as per APPENDIX E of the RFSQ.
The University’s intention is establishing a shortlist of Proponents who will then be invited to submit tenders based on the contract documents for construction services of this project. The five (5) highest scoring Proponents, who achieve a minimum score of 75% with regards to the evaluation criteria, will be shortlisted, however the University reserves the right to increase or decrease the number of shortlisted Proponents based on the overall scoring of the Proposals. The shortlisted Proponents will be invited to bid on the project, tentatively in the January/February timeframe pending budget approval. Construction start is planned for May 1,2022 to August 31,2022

Proponents are to complete and submit the forms in Appendices A through D and submit the three (3) mandatory documents indicated in the table below. Other than inserting the information requested on the appendices, a Proponent may not make any changes the forms. A Proposal containing any such changes, whether on the face of the form or elsewhere in the Proposal, may be disqualified.

Stage 1 – Mandatory Requirements evaluation will consist of a review to determine which Proposals comply with all of the mandatory requirements of this RFSQ. Proposals that do not comply with all of the mandatory requirements may be disqualified and not evaluated further.

Stage 2 – Technical Rated Criteria evaluation will consist of the University scoring each Proposal that has met the mandatory requirements of Stage 1 – Mandatory Requirements.

Proponents are to provide the information requested in the sections 1 through 5 below. Responses to technical rated criteria must contain sufficient detail and must be clear, direct and organized to enable the University’s evaluation team to easily locate and evaluate a particular response. Proposals that do not respond to a particular technical rated criterion with relevant information will receive a zero-point score (0) for that rated criterion. If the evaluation team cannot easily find responses to a rated criterion, a zero-point score (0) may be assigned to that rated criterion. If a response to any rated criterion exceeds a page limit stipulated in this RFSQ, the evaluation team will only evaluate the requested number of pages sequentially beginning with the first page of the response.

At the conclusion of Stage 2 –Technical Rated Criteria, the (5) five highest scoring Proponents that have reached the minimum score of 75% will be shortlisted. The University reserves the right to increase or decrease the number of shortlisted Proponents based on the overall scoring of the Proposals.
