UNIVERSITY OF OTTAWA – Advance Contract Award Notice # 2018-40168 ACAN – Facilities Strategic and Operational Re-Alignment

PURPOSE

The purpose of this Advance Contract Award Notice (ACAN) is to post the University of Ottawa’s (uOttawa) intention to enter into a contractual arrangement with Top Coaching to provide the services identified below.
This ACAN provides prospective service providers the opportunity to demonstrate that they are capable of satisfying all requirements set out in this Advance Contract Award Notice by way of submitting a Statement of Capabilities on or before the posting end date.

SCOPE OF WORK FOR PROPOSED SERVICE PROVIDER

The Executive Director of Facilities, at the University of Ottawa, wishes to hire Top Coaching to assist in the restructuring of the department. This involves ensuring that the right individuals are in the right positions of the revised structure to fulfill the Facilities strategic vision and mission.

More specifically, the services include, but are not limited to the following:

Identify key personality profiles that would result in the optimum Facilities Management team at the University of Ottawa;
Define target personality profiles for leadership positions using the Management and Performance in Organizations Executive Level Psychometric Program (MPO Program);
Assist in filling vacant leadership level positions using MPO Hiring Program, including but not limited to using previously created profiles, completion of on-line MPO surveys by candidates RightMatch analysis and providing coaching advice on integration into the team;
Develop personality of profiles of individuals currently in selected leadership positions including confidential feedback to each individual using the MPO program;
Provide an overview of the group dynamics using the MPO Program, positions profiles and current incumbent profiles;
Assist in the integration of position profiles in existing job descriptions;
Develop formal job descriptions, using University of Ottawa templates and documents, for selected positions;

REQUIREMENTS

The resource assigned to this mandate from the service provider requires at a minimum:
Proven experience and demonstrated skills (15+ years) in personality profiling, talent acquisition, development and management in the public sector, utilizing a proven methodology;
Accredited in the use of Ngenio’s Management and Performance in Organizations Executive Program (MPO) specifically;
Proven experience and demonstrated skills in coaching;
In-depth knowledge of the practices and methods used at the University of Ottawa ;
Strong administrative writing skills for both high level and strategic documents in both official languages (English and French);
Must be able to work and deal with stakeholders in both official languages in both oral and written formats (English and French).

Top Coaching, is accredited in the use of Management and Performance in Organizations Executive Program (MPO), and to our knowledge is the only service provider which meets all the requirements, is able to deliver the services, and is available in the timeframe required.

CONTRACT TERM
The contract term is for one (1) year with the option of a one (1) year extension period. The mandate is expected to start on August 1, 2018.

CLOSING DATE OF THIS ADVANCE CONTRACT AWARD NOTICE:

July 26, 2018 (3:00:00 p.m. EST)

If no other supplier submits, on or before the closing date, a statement of capabilities meeting all requirements set out in the Advance Contract Award Notice, a contract will be awarded to the current proposed supplier.
