Description

This non-binding RFSQ invites prospective Proponents to submit Proposals to establish a VOR Arrangement with the University for Abatement & Remediation Contractor Services during the term, as well as to achieve efficiency, compliance, and performance management of the VOR Arrangement.
The purpose of this RFSQ is to prequalify Proponents that will:

Provide services to remove/repair or encapsulate poor condition material to protect building occupants from designated substances, hazardous materials and mould exposure throughout uOttawa buildings, to maintain compliant with applicable legislation.
Be capable of providing quality Services in a timely manner, demonstrating value for money;
Provide the University with professional and responsive customer support and account management;
Take on the role of General Contractor as required for larger construction projects as required if the definition of Construction Project is met as per O.Reg. 213\91;
Work in a cooperative manner with the University, be flexible, and innovative in providing quality Services.

The Objective of this Request for Supplier Qualifications (RFSQ) is to prequalify up to five (5) specialized abatement contractors to perform planned and unplanned designated substances abatement and other work (as described in Article 1.7 Scope of Services and establish a VOR (Vendor of Record).
The term of the resulting VOR agreements is anticipated to be for a term of three (3) years with an anticipated starting date of March 1, 2022.

Proponents are required to attend the mandatory Proponent Conference, which will take place on Microsoft Teams on the date and time outlined in Section 2.1.7 Timeline of Stage 1 VOR Process of this RFSQ: Proponents are required to request an invitation to the meeting 24 hours in advance of the meeting start time, to prs-proc@uottawa.ca

The briefing will provide an opportunity for Proponents to enhance their understanding of the RFSQ requirements and will include the following agenda items:
- Introduction of University stakeholders in attendance.
- Background, objectives and scope of services for the RFSQ (examples of previously completed projects).
- Second stage selection process.
- Detailed review of Instructions to Proponents and Proposal requirements.
- Evaluation of Proposal.
