Description of Procurement
The University is conducting a Request for Proposal (RFP) for the procurement of contractor services required to bring the rooftop mechanical equipment located at ENG building (located at 245 Church Street in Toronto, Ontario) into compliance with EASR noise limits, as further described in Appendix B – Deliverables.
The University intends to execute a CCDC-2 2020 Agreement as amended by the Supplementary Conditions provided in Appendix E.
The procurement is anticipated to involve negotiation. An electronic auction is not anticipated.

Conditions for Participation
The award of a Final Agreement to a Successful Proponent is conditional on the Successful Proponent providing the following information to the University, in accordance the timeframes specified by the University:

Insurance:

Commercial liability insurance shall be with limits of not less than $5,000,000 per occurrence, an aggregate limit of not less than $10,000,000 within any policy year with respect to completed operations, and a deductible not exceeding $25,000.00. The insurance coverage shall not be less than the insurance provided by IBC Form 2100 (including an extension for standard provincial and territorial form of non-owned automobile liability policy) and IBC Form 2320. Such coverage shall include (i) University as an additional insured, and (ii) a cross liability/severability of interest clause and 30 days' notice of cancellation; umbrella or excess liability insurance may be used to meet the above insurance requirements;

Standard automobile insurance for all vehicles owned, licensed or leased by the Supplier and non-owned automobile insurance, where required, for an amount of not less than two million dollars ($2,000,000.00), per occurrence for each type of coverage. Where the non-owned automobile insurance coverage is provided within a general liability policy, a separate policy is not required; and

Contractor’s equipment insurance coverage written on an “all risks” basis covering Construction Equipment used by the Proponent for the performance of the Work, shall be in a form acceptable to the University and shall not allow subrogation claims by the insurer against the University.

WSIB (or equivalent)
A clearance certificate from the Ontario Workplace Safety Insurance Board, or if the Successful Proponent is not subject to the Workplace Safety and Insurance Act (Ontario), evidence of employers’ liability coverage equivalent to WSIB coverage in the amount of not less than two million dollars ($2,000,000.00).

The Minimum Passing Score for Stage 2: Technical is 60% or 24 out of 40 Points.

Contract Details
The term of the Final Agreement is the duration of the project, which is expected to be five (5) months, plus the length of any warranty terms.
The University prefers that the project is completed ASAP, and specifically before September 1, 2023.
The University will base its selection of qualified suppliers on the following criteria:

Event Note

To gain a better understanding of the existing site conditions and constraints, all Proponents are requested to attend an optional site visit, scheduled for the following date:
Optional Site Visit Date: Wednesday March 15, 2023, at 11:15AM EDT.
Site Visit Registration date: On or before Tuesday, March 14, 2023 at 5 PM EDT
To register for Site Visit, please email bids@torontomu.ca by referencing the RFP and including the name, cell number and email address of the individual(s) attending.
For clarity, registration is not required to attend the Site Visit; however, it does assist us in our planning.
Please note that the Site Visit is expected to be approximately 45 minutes in length.
Steel toed boots and safety vests are required to participate in the Site Visit.
Site Visit shall be at the lobby of George Vari Engineering (ENG) Building from 245 Church Street. Please note that there is an entrance from Gould, but we are meeting at the lobby that is accessible from the Church street entrance.
