Description of Procurement
This Request for Proposal (RFP) is an invitation to Prospective Proponents to submit a Proposal for Construction Management Services for a new Chilling Plant for Ryerson to be located in an existing service space at 350 Victoria Street, Toronto.
 
New Chiller Plant Project as further described in Section 2 – Required Services and Appendix ‘B’ – Deliverables.
The objective of this RFP is to select to select a Construction Management Services with whom Ryerson intends to enter into negotiations, if applicable, and ultimately enter into an Agreement or Agreements for provision of the Deliverables as per Appendix ‘F’ – Supplementary Conditions of a CCDC #5B Contract.
 
The procurement is anticipated to involve negotiation.  An electronic auction is not anticipated.

File #1 - Proposal Acknowledgement Form

1. Each Proponent shall complete, sign and submit a Proposal Acknowledgement Form. The Proposal Acknowledgement Form forms part of the Proposal.

1. Company Information

• Correct Legal Name of the entity that would sign and agreement with Ryerson (Joint Venture and other partnerships not allowed);
• Description and full details of the ownership structure;
• A company (or corporate) organizational chart;

1. File #3 - Proponent Team Members (There is no maximum number of pages for this section)

1. Description and details of the organization and management structure of firm including an organizational chart specifically for this project.

• Proponents shall identify their Proposed Team Members who will be assigned to this project, and fully articulate the decision-making authority roles and lines of communication across the organization.
• The Proponent must provide a description of the roles and responsibilities for the following roles both non-site and site staff.  Non site staff are to be included in Construction Management Fee and Site staff are to be included in the General Conditions.

• Client Relationship Manager (non-site staff)
  • Construction Manager (non-site staff)
  • Construction Manager with Mechanical/Electrical Engineering Expertise (non-site staff)
  • Contract Coordination Staff (non-site staff)
  • Tender support, analysis, accounting, budget updates (non-site staff)

• Project Manager (site staff)
• Site Superintendent (site staff)
• Site Safety (& training) Coordinator roles (site staff)
• Site Engineering roles (site staff)

• in addition the proponent must identify all other key individuals roles

• All key individuals named on the project management organizational chart.

1. Project Team CVs

• Project team to demonstrate ability to provide value as a Construction Manager to deal with the project complexities and fast-track schedule, to prequalify, issue tender documents, recommend, award and contract with subcontractors efficiently and effectively to meet the project schedule, describe methods employed for relevant projects.
• The Proponent must provide CVs for the Designated Construction Manager, Project Manager and Site Superintendent. Resumes shall outline experience, responsibilities and accomplishments on similar projects as the Work under the RFP, in addition, including any applicable training, licensing or certification(s).  

1. File # 4 – Relevant Experience (Please note that this file must not exceed a maximum of 6 pages. Any pages that exceed the maximum number of pages will not be reviewed or evaluated.)

1. Relevant Experience

• Construction Management experience with Post-secondary or similar type building (post-secondary is preferred) with a Construction Cost of $3,000,000 or greater;
• Construction Experience of major HVAC retrofit/replacement project  in particular chiller plant retrofit project
• Construction and interior renovation work within occupied buildings;
• Projects with a fast-track schedule;
• Integration/ upgrades to existing mechanical / electrical and fire safety systems;
• Implementation of Early Works, and sequenced project delivery with early demolition, advanced order of materials and long lead time items; and
• Site logistics and planning expertise to implement phased constructions in an occupied building and constrained site conditions.

1. File #5 – Work Breakdown Structure and Schedule Adherence (There is no maximum number of pages for this section)

1. The Proponent shall prepare a work breakdown structure for the project identifying key milestones, and critical path components and critical dependencies, and describe the tasks that will be performed during various phases of the project to demonstrate their understanding of the construction manager’s role in the project.

1. The work breakdown should include the anticipated level of effort of each construction management team member that will be committed to the project.

1. The Proponent shall review the Overall Project Schedule drafted by Ryerson, and demonstrate adherence by preparing a detailed schedule for the project identifying key milestones, critical path components and critical dependencies, and any areas of potential acceleration, to demonstrate their understanding of the construction manager’s role in the project.
