Description of Procurement

This Request for Proposal (“RFP”) is an invitation to prospective Proponents to submit a Proposal indicating their organization’s capability and resources for concrete formwork in Phase 2 Design/Construction as an Other Integrated Project Delivery (IPD) Party for the Jarvis Development Project, as described in Appendix B – Scope of Work
Ryerson intends to execute a CCDC30-2018 form of contract for Phase 2 Design/Construction. This CCDC30-2018 will be amended by the Supplementary Conditions attached in Appendix D.

The procurement may involve negotiation.

An electronic auction is not anticipated.

Submissions must be submitted electronically at http://ryerson.bonfirehub.ca on or before September 14, 2021, 11:00:00 a.m. Toronto Time.

The submissions will not be opened publicly.

2.5 Points – File #10 – BIM and Revit Experience.

*Proponent’s Team has a further point breakdown by role.
**File #9 - Health and Safety is further broken down into Statistical Data and COR, Statistical Data has a separate minimum passing score of 50% or 1.125 of 2.25 Points.

- 1.5 Points - Estimator; and
- 0.75 Points - BIM Manager.

- 0.6 Points - Contact area of vertical formwork monthly rental (cost per m2);
- 0.75 Points - Contact area of suspended slabs formwork monthly rental (cost per m2).

Interview Evaluation Criteria (25 Points):

Applicable Trade Agreements

This procurement is subject to the following trade agreement(s):

The Canadian Free Trade Agreement, Chapter Five;
The Ontario-Quebec Trade and Cooperation Agreement, Chapter 9];
Canada-European Union Comprehensive Economic and Trade Agreement (CETA); and
Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).

Contract Details

The purpose of this RFP is to select a vendor or vendors with whom Ryerson intends to enter into negotiations, if applicable, and ultimately enter into an agreement, substantially in the form of the Draft Agreement. The Project is split into two distinct phases - Phase 1 Validation and Phase 2 Design/Construction. The contract for Phase 1 Validation is not applicable to the Proponents submitting to this RFP. The Design/Construction Phase of the Project is contingent on (1) Ryerson obtaining approval of the Validation Report; (2) approval of the Project budget by Ryerson’s Board of Directors; and (3) receipt of sufficient external funding. As such, the Phase 2 Design/Construction agreement will be signed once the Validation Report is accepted and sufficient funding has been secured.

Other IPD Team members may sign the final CCDC30-2018 agreement at both stages of the Project pursuant to future Requests for Proposals.

The term of the Final Agreements is for the completion of the work.
