Description of Procurement
The University is conducting a Request for Proposal (RFP) for the procurement of the following chiller water system maintenance services for Ryerson’s selected central plant Equipment, at a minimum:

Preventative Maintenance Program;
Repair and Emergency Services; and
Consumables.

The Services must directly support the reliable and efficient generation and delivery of chilled water and be compliant with all environmental regulatory requirements.

The Deliverables are more fully described in Appendix B of the RFP.

Ryerson intends to execute the Master Services Agreement attached as Appendix E.

The procurement is anticipated to involve negotiation. An electronic auction is not anticipated.

Submissions must be submitted electronically at https://ryerson.bonfirehub.ca/opportunities/45766 on or before January 25, 2022, 11:00:00 AM EST.

The submissions will not be opened publicly.

Conditions for Participation
The award of a Final Agreement to a Successful Proponent is conditional on the Successful Proponent providing the following information to Ryerson, in accordance the timeframes specified by Ryerson:

a. Insurance
. i) commercial general liability insurance on an occurrence basis for third party bodily injury, personal injury and property damage, to an inclusive limit of not less than $5,000,000 per occurrence and including products and completed operations liability The policy is to include the following:
• Ryerson as an additional named insured with respect to liability arising in the course of performance of the Supplier’s obligations under, or otherwise in connection with, the Agreement
• Contractual liability coverage
• cross-liability and severability of interests clause
• an obligation on the Supplier’s insurer to provide 30 day written notice of cancellation, termination or material change to Ryerson
• tenants legal liability coverage (if applicable and with suitable sub-limits);
ii) Standard automobile insurance for all vehicles owned, licensed or leased by the Supplier and non-owned automobile insurance, where required, for an amount of not less than two million dollars ($2,000,000.00), per occurrence for each type of coverage. Where the non-owned automobile insurance coverage is provided within a general liability policy, a separate policy is not required;
b. WSIB
a clearance certificate from the Ontario Workplace Safety Insurance Board, or if the Successful Proponent is not subject to the Workplace Safety and Insurance Act (Ontario), evidence of employers’ liability coverage equivalent to WSIB coverage in the amount of not less than two million dollars ($2,000,000.00).

Agreement to Comply with Ryerson University COVID-19 Vaccination Policy:

This is an agreement and acknowledgement from the Successful Proponent to Ryerson verifying their compliance with Ryerson’s COVID-19 Vaccination Policy.

Minimum Passing Score
The Minimum Passing Score for Stage 2: Technical is 60% or 27 out of 45 Points.
The Minimum Passing Score for Stage 3: Presentation is 60%, or 9 out of 15 Points.

This procurement is subject to the following trade agreement(s):

•              BPS Procurement Directive;
•              The Canadian Free Trade Agreement, Chapter Five;
•              The Ontario-Quebec Trade and Cooperation Agreement, Chapter 9];
•              Canada-European Union Comprehensive Economic and Trade Agreement (CETA);

Contract Details
The term of the Final Agreement is 3 years, plus two optional renewal periods of 1 year each, at the discretion of Ryerson.

To gain a better understanding of the existing site conditions and constraints, all Proponents are requested to attend an optional site visit, scheduled for the following dates:
Site Visit Day 1: November 29, 2021 at 9:00AM local time
Site Visit Day 2: November 30, 2021 at 9:00AM local time
ONLY IF REQUIRED:Site Visit Day 3: December 1, 2021 at 10:00AM local time
Please note that the site visit is expected to take at least two (2) days to visit all Ryerson equipment. Each day will be five (5) - six (6) hours in length. Each day the Proponents shall be viewing different equipment. Proponents are recommended to attend on all Site Visit days.
If not all equipment is viewed in two (2) days, Ryerson has set aside a third (3rd) day, Site Visit Day 3. Site Visit Day 3 will only be available if all of the equipment is not viewed on Site Visit Day 1 and Site Visit Day 2.

Registration is REQUIRED to attend the Site Visit.
Proponents must register in advance if they wish to attend.

Proponents must submit a completed and signed Acknowledgement of Compliance to Ryerson’s Vaccination Policy provided in Appendix O along with their registration information.
To register to attend a site visit, please email bids@ryerson.ca with the following information:

Site Visit(s) will be completed in accordance with Ryerson’s COVID-19 Requirements. This will include practicing physical distancing, the use of PPE (masks), completion of a health-screening questionnaire and following Toronto Public Health guidelines.
Proponent Personnel are required to complete a Health Screening Questionnaire on the day of the scheduled site tour.
Site Visit shall be on Ryerson Campus, downtown Toronto. Location specifics will be provided to registered Potential Proponents at least two (2) Business Days before the Site Visit.
