McMaster University invites qualified bidders to submit responses for the supply of McMaster Parking Services Consultant to develop an updated Parking Services Strategy in accordance with the terms of this Request for Proposals.
McMaster University Security & Parking Services is tasked with addressing a transportation concern that will shape the University for years to come. There is currently an imbalance of supply and demand for parking, and McMaster University Security & Parking Services needs to come to a solution that will best address the needs of the entire McMaster University community including the support of parking access within the post Covid hybrid work environment.
McMaster University Security & Parking Services strives to provide our University Community and visitors, with safe and well-maintained parking and transit infrastructure. McMaster University Security & Parking Services values teamwork, respect, accountability, integrity, trust, and perseverance. Efficient parking operations are integral to the success of the entire University.
Currently, McMaster University Security & Parking Services manages 4,425 parking spaces, with 3,836 of those being for the main campus. After a large increase in parking spaces in 2008 and 2009, the overall number of spaces has consistently declined. However, recently the University has established a policy that any new construction needs to have parking below the structure. The current infrastructure cannot accommodate the needs of the entire McMaster University community. Of the 3,836 main campus spaces, 15% is secured for visitor parking; although, this may change on a daily basis due to opening up more visitor parking spaces accordingly.
McMaster University is currently in the process of developing a Campus Master plan., and the new Parking Strategy will be required to identify options and recommendations that align with the Campus Master Plan design.. The University would like to have the new parking Strategy completed by April 30, 2023.
Bidders must quote the entire bid. Partial bids will not be accepted.
The scope of the Parking Services Strategy review includes overview of requirements and deliverables for successful completion of this engagement with the following objectives:
- The University needs a forward-looking strategic parking plan that has a 10 year outlook. A comprehensive review of the Campus Master Plan proposed parking infrastructure is essential to ensure alignment of the new parking strategy with the Campus Master Plan.
- The new Hybrid workforce model requires technology that optimizes the sharing potential of parking spaces. The strategy needs to provide optimal parking options for parking for the future as some staff and faculty will be working in a hybrid model and require parking part-time however others will require full-time parking
- A survey of university constituents should be included to better understand their needs and expectations of parking services
- Conduct a current state assessment that identifies gaps and provides recommendations for the current parking situation at McMaster, specifically risk identification, risk assessment, risk measurement, risk mitigation, and management and reporting components; Review the current Parking Services roles and responsibilities, resource requirements and provide recommendations of immediate improvements and potential future enhancements;
- Provide recommendations on types of quantification measures, optimal approach to enterprise-wide introduction and integration;
- Provide recommendations on approach and enhancements focused on value-added support of strategic planning and decision-making;
- Provide recommendations on aspects for consideration from sectors or organizations outside of higher education that could advance McMaster’s risk culture, risk approach and processes. Parking supply and demand (Current and Forecasted)
- Review of Visitor vs. permit holder allocation for all lots
- Commuting patterns of University population
- Review of parking rates with analysis to Hamilton area
- Identify Incentives to encourage Sustainable transportation
- Special event parking (use of multi car rate structure)
- Parking for work purposes by University staff/ faculty (use of parking vouchers, departmental transponders)
- Wayfinding to parking lots
- Technology to support simplified administrative process
- Deferred Maintenance for Parking Lots/ Structures/ Equipment
- Passenger Pick Up/ Drop Off Areas/Cell Call Lot
- Latest parking technology review (Barcoding, pay by cell phone)
- Review of parking regulations with a goal to implement technology to support ease of access and to eliminate the vast amount of permit types and reduce overall administration
- Focus is parking policy not regulations
- Reinstatement of Parking and Transportation committee for approval of changes to parking regulations, allocation policy, parking rates.
