Description

1. Objective

McMaster University is seeking to retain the services of a qualified Project Architect for the supply of professional consulting services for the design and contract administration for the Nuclear Reactor Beam Hall addition.
McMaster University invites qualified bidders to submit responses for the supply of professional consultant services in accordance with the terms of this Request for Proposal (RFP).
Bidders must quote the entire bid. Partial bids will not be accepted.

1. Project Summary

All recommendations delivered as part of the Nuclear Reactor Beam Hall addition must be aligned with the University’s Sustainable Building Policy and Net Zero Carbon Roadmap targets. For more information, please visit:

To meet the needs and intent of the Project, the successful Proponent will be responsible for the design and contract administration of the Nuclear Reactor Beam Hall addition, which shall include the following components, (refer to Appendix A: Reference Materials for drawings):

Relocation of existing Air Liquide central nitrogen storage tank and dispensing station to the southwest corner of the E.T. Clarke Centre (ETC), including capping of nitrogen high- and low-pressure lines, and rerouting of services through ETC. Preparation for this portion of work shall commence immediately with the intention of being a separate construction contract to be undertaken in advance of the main addition so as to make the site ready for eventual site works and construction.
Rerouting of 12” sewer lines to circumvent interference with Beam Hall addition foundations, including installation of new manholes where required.
Construction of a 1,750sq.ft. reinforced concrete Beam Hall addition at the northwest corner of the Nuclear Reactor. Component spaces within the addition shall include: a ground floor open work area, elevator and stairwell, and a below-grade floor open work area with access the stairwell and elevator, elevator machine room, air lock room. The addition shall be designed to accommodate vertical expansion of up to two (2) additional floors with intended office space use.
Renovation of areas within the existing Nuclear Reactor containment structure. Component spaces within the renovation areas shall include: a lower work area (B220) with access to the beam port floor, transfer room (B229) connecting the addition air lock room to the beam port floor, upper mezzanine work areas (B221 & B222), modifications to B145, and stairs from B220 and B205 up to mezzanine and hot cell / mechanical floors respectively;
Addition of a new Beam Port (BP0) installed into the abandoned thermal column in the pool wall, including the installation of a guide beam tube, watertight seals, shielding and ancillary equipment to interface with the relocated nREF. Strict safety measures and installation procedures must be developed to maintain the integrity reactor and keep the facility in good operating condition.
Coordination and installation of services required to accommodate the new/relocated diffraction instrumentation including, as finalized through interactive design with McMaster’s Nuclear Operations and Facilities (NOF) group, a relocated Neutron Reflectometer (“nREF”) on new BP0, new Neutron Powder Diffractometer (“NPD”) on BP2, relocated Alignment Diffractometer (to be shared with prompt gamma) on BP3, relocated Stress Scanner / Industrial Diffractometer (“MINDI”) on BP6 as well as associated ancillary research equipment;
Review, analysis and upgrade of the facility’s electrical grid capacity. The facility should be outfitted with additional electrical capacity to account for future growth/additional equipment.
Review, analysis and upgrade of the facility’s cooling system capacity. The facility should be outfitted with additional cooling capacity to account for future growth/additional equipment.

The Project Team must ensure that all elements of the Project are designed in accordance with the Nuclear Safety and Control Act (S.C. 1997, c.9) and its regulations, CNSC REGDOC-2.5.2, Version 2.1 Design of Reactor Facilities, CSA N286-12 (R2022) Management System Requirements for Nuclear Facilities, and any other regulations governing nuclear design, engineering, and safety.
Progress documentation will be reviewed internally at key points by the Design and Construction (D&C) group, Nuclear Operations and Facilities (NOF), the Canadian Neutron Beam Lab (CNBL), and McMaster’s Nuclear Facility Control Committee (NFCC).
