Background and Purpose

McMaster University invites qualified bidders to submit responses for the supply of One Card System in accordance with the terms of this Request for Proposals.
One Card systems are enterprise business systems that provide a coordinated, central approach to manage and support a single system that integrates with other existing service systems across multiple stakeholder areas. This provides the ability for a single card or mobile device to retain credentials, allow access and make payments. An integrated One Card system would also allow access to many of these systems through a ‘virtual’ (online/on-device) capability which has the potential to transform how McMaster delivers many of its services to students, staff and faculty while elevating McMaster’s reputation as a technology enabled institution. The One Card project is aligned with the IT Strategic Plan pillars of connected, seamless, and transformative.
To reduce the duplication of data, costs and resources across campus while providing an improved student experience through setting up of One Card System, the project will serve to coordinate a central approach to manage and support integration with other existing systems across multiple stakeholder areas.

Bidders must quote the entire bid. Partial bids will not be accepted. If assumptions regarding the current environment are made, Proponents should indicate these assumptions in the proposal.
Proponents should include all pertinent costs irrespective of the type of the solution being proposed.

Scope/Objective

The outputs and considerations of the future state and gap analysis results provide both depth and breadth of information of the needs from a successful implementation of the One Card.
The analyzed data kept stakeholders needs at the forefront of all discussions and were divided into three (3) distinct themes: payment, access, and identity management. Below are the overarching ideal future states for each theme:

Payments
Students, faculty and staff can use One Card for payments across McMaster in addition to current methods of payment, including cash, credit cards/debit, gift cards, etc.
Both physical and digital One Card should support tap payments or support Apple and Google Pay across the University campus.
Access
One Card ID across the University should be integrated to Axiom access control, which will allow access to all buildings across all McMaster campuses. There is one exception as the McMaster Innovation Park (MIP) Atrium building has its own access control system.
Identity Management
Identity management to be managed by a single process across McMaster and managed by one department.
Student and employee ID cards to be used as true source of identity.
Provide digital card and an optional physical card.
All instances of identity management to be protected through security and privacy measures.

Term

The term of this agreement is for an initial term of three (3) years with an option to renew for up to an additional two (2) years to be renewed on a yearly basis as required, at McMaster’s sole discretion. It is the intent of McMaster University to enter into an agreement with only one (1) legal entity.

Proposals must be uploaded and finalized on or before the Submission Deadline set out in the RFP Timetable.
Uploading large documents may take significant time, depending on file size and internet connection speed. It is strongly recommended that proponents allow sufficient time of at least one (1) hour before the Submission Deadline to upload documents and finalize their submissions.
