Description

SCOPE

Centennial College, ES is seeking to develop a strategic communications plan and approach for the following student populations:

Prospective domestic full time

Specifically, we are seeking a consultant to undertake a communications audit and develop an integrated communications strategy that attends to needs of prospective domestic students with the ultimate goal of increasing the number of domestic students attending Centennial College.
Communications Audit
Conduct an audit of current communication practices and strategies, assess the effectiveness of existing practices (detailing good practice, gaps, and opportunities), and provide recommendations that are grounded in Centennial demographic data, communications and marketing literature, professional standards, and effective practices at peer institutions; all detailed in a comprehensive report.
Communications Strategy
Following audit completion, the consultant will work the Registrar, the Director of Recruitment, Admissions and Community Outreach and the Director of Client Service and Divisional Commuications:

A vision for overall communications and communication standards
Goals (ideal states) and objectives (pathways) to move from current state
Assessment tools for students and staff
Benchmarks and evaluation of the strategy
Barriers and risks that detract from the vision and goals (that are outside the scope of work)

The consultant will use both quantitative and qualitative research strategies to conduct the audit and will prepare a communications audit based on the results. The consultant should be prepared to present the results of the audit and the communication strategy to the leaders of Enrolment Services, Students and Community Engagement, and Marketing and Communications.

SUBMITTALS
The RFP process is being used to develop a shortlist of companies; companies short-listed on the basis of their proposals will then be invited to make a presentation to the Colleges Selection Committee. Presentations will take place (tentative) February 02, 2017. [this part is optional]
Centennial College intends to award a contract to the bidder whose proposal offers the best value to the College. However, Centennial College is under no obligation to award any contract in whole or in part and Centennial College reserves the right in its sole discretion to cancel this Request for Proposals process at any time before or after closing without providing reasons for such cancellation. The lowest or any proposal may not necessarily be accepted.

All proposals will be evaluated upon the following criteria:

Creative ingenuity, unique concepts
Project Proposal
Price
Relevant client/organizational experience

It is important to note the Proposal award is contingent on final approval of funding.

Centennial College shall not be responsible for any expenses or charges incurred by a bidder in preparing or submitting a proposal nor in providing any additional information considered necessary by Centennial College for evaluation of proposals.

Centennial College reserves the right, in its sole discretion, to clarify any bid after closing by seeking further information from that bidder without becoming obligated to clarify or seek further information from any other bidder. However, bidders are cautioned that any clarification sought will not be an opportunity either to correct an error or to change their bid in any substantive manner.

Should Centennial College not receive any bid satisfactory to Centennial College, Centennial College in its sole discretion, reserves the right to negotiate a contract for the whole, or part, of the project with any one or more of the bidders without becoming obliged to offer to negotiate with all the bidders.
