This Request for Proposals (the “RFP”) is an invitation by Ornge to prospective proponents to submit proposals for a medical transport ventilator used in paramedic operations, as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”).
Ornge provides air and land ambulance services under an agreement with the Ontario Ministry of Health.  Additional information about Ornge is available at: www.ornge.ca.


THE DELIVERABLES
Ornge invite service providers that can supply mechanical ventilators with the following requirements to submit proposals.

1. General
   1. All features operational with unrestricted patient weight.
   2. Intuitive, easy navigation through ventilator menu screens to achieve desired ventilation.

2. Monitoring capability
   1. Pressure, Volume, Flow waveforms: this feature optimizes detection of and response to patient ventilator asynchrony.
   2. Robust display that can withstand the rigor of transport; i.e. extreme temperature fluctuations, reasonable direct impact.
   3. Acquisition of Lung Compliance, Plateau pressure, Driving pressure, PEEPauto, airway resistance.
   4. Graphing of ventilation pressures.

3. Modes
   1. Conventional:
      1. Invasive: AC, SIMV, PSV, CPAP; and
      2. Non-invasive: CPAP/BiPAP, heated/humidified high flow nasal cannula therapy.
   2. Unconventional: modes that are similar to common proprietary modes; e.g. “APRV”, “Volume Guarantee”.
   3. Volume generation: VC, PC, PSV
      1. Independent adjustment of flow and Vt.
   4. Adjustable flow termination and inspiratory rise time.
   5. Ability to deliver higher PEEPs for ARDS and LVRs (e.g., 30 x 30 or 40 x 40 recruitment maneuver).

4. Technical specifications
   1. “Lightweight,” compact portable.
   2. Minimal O2 use to achieve desired FiO2.
   3. Quick response to patient requirements; eg inspiration/expiration, varying inspiratory flow requirements.
   4. Compact size and light weight.
   5. Bright legible contrast display visible under varying ambient light conditions.
   6. Interchangeable operation with high and low O2 pressure sources.
   7. Internal turbine supporting 21 – 100% O2 capability.
      1. Minimum 200 lpm flow generation.
   8. Operation with either AC/DC power supply.
   1. Internal and auxiliary battery supplies.
   10. Ability to upload data from call.
   11. Battery life >6-8 hours between charges, and can be swapped 'hot' (i.e. don't have to shut down ventilator to change batteries).
   50. Safe for use in night-vision goggle situations.
   1000. Comprehensive simulator available for training purposes.
   14. Options available for humidification when using heated humidified high flow nasal cannula mode which are suitably portable for the transport environment.
