Description

This Request for Proposals (the “RFP”) is an invitation by the Ontario Pension Board (“OPB”) to prospective proponents to submit proposals for re-platforming OPB’s Member Portal and for the possibility of providing web related enhancement and support services for all of OPB’s key web sites.

The general scope of requested services for this RFP is:

Risk Mitigation (i.e., Re-Platform) – ensure the existing OPB Member Portal site (“eServices”) is transitioned and modernized from the existing Oracle WebLogic platform to the Oracle WebCenter Portal platform and also addresses compliance to AODA standards and provides overall improvements to Client Experience; Oracle WebCenter Portal production deployment must be no later than October 30, 2021;
Provide additional development, support and enhancement work for the new Oracle WebCenter portal after deployment;
Provide development, support and enhancement work for OPB’s Employer Portal, Public site and staff portal which are or will be built against the WebCenter Portals platform; and
To identify potential COTS (common of the shelf) tools, widgets, applets that the proponent has experience in utilizing in place of custom built solutions to meet similar business needs.

Mandatory requirements for this RFP include the following:

The proponent must be able to ensure that OPB client data and confidential data will be stored in Canada and/or United States only and accessed from Canada and/or United States only;
The proponent must be able to ensure that OPB data will be encrypted at rest and in transit using industry standard algorithms;
The proponent must be able to ensure that OPB data will be isolated from other clients.
The proponent must be able to demonstrate a security program based on industry standards (i.e., ISO, NIST);
The proponent must provide evidence of a secure infrastructure (network, server infrastructure); this includes descriptions of alerting, monitoring, breach reporting, patching, host and network IDS/IPS, server and/or container hardening practices; and
The proponent must provide evidence of periodic security testing of environment and applications (e.g. network penetration tests, application vulnerability scans, or by proxy through a third party).

The RFP process is a non-binding RFP which includes a consecutive negotiation process.
