Description

Objective of ACAN
OPB has a requirement for the provision of a contract for the delivery of software development services to enhance a web-based retirement calculator that was built by Alight Canada N.S. ULC.

The purpose of this Advance Contract Award Notice (ACAN) is to signal OPB’s intention to award a contract for these services to the pre-selected supplier:

OPB believes that the procurement qualifies as a sole source or single source procurement, however, OPB would like to provide other suppliers with the opportunity to demonstrate that they are capable of providing the services set out in this ACAN during the posting period of this ACAN.

Statement of Capabilities
Suppliers who consider themselves qualified to provide the required services, and can meet the specified requirement shall provide a written Statement of Capabilities to OPB contact set out in this notice, on or before the Closing Date. The Statement of Capabilities must clearly provide evidence that the supplier can meet the service requirements set out in this ACAN and the following requirement:

The potential supplier must be legally capable of modifying the web-based retirement calculator codes Alight Canada N.S. ULC has intellectual property rights of.

OPB reserves the right to validate all Statements of Capabilities submitted by suppliers to ensure they meet the stated requirements.

If suppliers present a Statement of Capabilities demonstrating their services meet the requirements as set out in this ACAN, OPB will initiate a full tendering process on tendering platforms Biddingo and Merx to award the contract.

If no suppliers present a Statement of Capabilities by the Closing Date, OPB may proceed to award a contract to Alight Canada N.S. ULC for the above scope of services.

Statement of Capabilities Submission
Statement of Capabilities must be submitted using either one of the tendering platforms Biddingo or Merx on or before the Closing Date. Emailed submissions will not be accepted.

Statement of capabilities received on or before the Closing Date will be considered solely for the purpose of deciding whether or not to conduct a tendering process.
