Project Name: External Audit and Taxation Advisory Services
Ontario Lottery & Gaming Corporation (“OLG”) is providing an advance notice that OLG will post on MERX a Request for Proposal (RFP) for External Audit and Taxation Advisory Services.
OLG’s fiscal year runs from April 1 to March 31st and as OLG is a government business enterprise, its financial statements are prepared in accordance with International Financial Reporting Standards. The consolidated financial statements of OLG include the financial position and results of operations of OLG, Caesars Windsor and OLG’s wholly owned subsidiary, Ontario Gaming Assets Corporation, which it controls. All audits will be carried out in accordance with general accepted auditing standards.
OLG’s consolidated financial statements are prepared for OLG’s single shareholder, being the Minister of Finance for the Province of Ontario. The Ministry of Finance consolidates OLG’s results into the Consolidated Revenue Fund of the Province of Ontario. The consolidated financial statements of OLG are included with the Public Accounts of Ontario, a major accountability document which presents the financial statement of the Province, which are publicly available on the Ministry of Finance website.
Under this Request for Proposal, OLG will expect the following services to be performed starting in Fiscal 2025:
- Audit of the OLG consolidated financial statements
- Audit of the Caesars Windsor financial statements
- Audit of the Gross Revenue Statement of OLG for Ontario First Nations Limited Partnership
- Agreed Upon Procedures Report (“AUP”) – Interprovincial Lottery Corporation
- AUP – General & IT Application Controls
- AUP – Casino Operating & Services Agreement Non-Gaming Revenues
- Review of OLG’s Management Discussion and Analysis
- As needed, Taxation Advisory Services
