Invitation to Proponents
This Request for Pre-Qualification (RFPQ No. NPCA-2021-009) is an invitation by the Niagara Peninsula Conservation Authority (NPCA) to solicit pre-qualification proposals from interested Licensed Sewage System Installers (with a valid Ministry of Municipal Affairs and Housing Building Code Identification Number) to construct an onsite sanitary sewage system at the Binbrook Conservation Area (5050 Harrison Road, Hamilton). The bidder must have a proven track record of successfully completing projects of a similar size and nature.
The intent of this RFPQ is to pre-qualify a list of up to Five (5) General Contractors.

General Description of the Binbrook Conservation Area
The Binbrook Conservation Area is located at 5050 Harrison Road in the Binbrook settlement area within the City of Hamilton. It was acquired by the NPCA in 1968. This Conservation Area is a key property within the NPCA land holdings and is situated within a strategic location to attract over half a million residents from Hamilton, Haldimand and west Niagara. The Conservation Area is 396 hectares (978 acres) in size; in which Lake Niapenco represents 174 hectares (430 acres). This reservoir represents the largest inland lake in the Niagara Peninsula watershed, and serves as the headwaters of the Welland River, with an operational dam controlling flow into the Niagara Region.
General Description of the Work
The work (“Work”) is the construction of a replacement onsite sewage system servicing the Binbrook Conservation Area located at 5050 Harrison Road, in the City of Hamilton, Ontario (“Place of the Work”), for the Niagara Peninsula Conservation Authority (“Owner”), as is more particularly described in the RFPQ Documents and Project Drawings prepared by the firm of R.J. Burnside & Associates Limited (“Engineer”). The Work to be installed by a Licensed Sewage System Installer with a valid Ministry of Municipal Affairs and Housing Building Code Identification Number
Mandatory Requirements
Proponents MUST provide the following:
- Submission Form (Appendix A);
- Ministry of Municipal Affairs and Housing Building Code Identification Number;
- Bank Reference indicating good financial standing;
- Insurance Verification;
- WSIB Workplace Injury Summary Report
