Request for Proposals (RFP) for Advertising Agency Services
The Museum is seeking Proposals from qualified firms who have to provide Advertising Agency Services for the Canadian Museum of History in Gatineau (Québec) and for the Canadian War Museum in Ottawa (Ontario), Canada. This is a one-step two-envelope submission process (Technical and Financial) to select the overall highest ranked Proponent who may then be invited to negotiate or to enter into a Contract with the Museum.
As a selected Contractor, it will be required to deliver the Services listed below :
1. Communication-Marketing strategy
2. Client services
3. Advertising creation and production
4. Media Planning
5. Media Buying
6. Other Services (ex : Data archiving, administrative work etc. – refer to scope of work for details)
The Deliverables must be provided in both official languages.
Refer to the attached SOW for all additional details.
To be considered, Proposals must be received before the Closing Date and Time noted in the MERX ad through the MERX Electronic Bid Submission System. Refer to the Instructions to Proponents for all associated details.
Information provided by the Proponents will be evaluated using the established criteria in the RFP. The criteria relate to previous achievements and experience, as well as technical and managerial expertise.
This procurement is subject to Chapter 5 of the Canadian Free Trade Agreement
It is anticipated that the contract will be in place for a duration of three (3) years from February 1st, 2025 to January 31, 2028. Refer to the procurement documents for further details.
If mutually agreeable between the Contractor and the Museum, the established Contract may be extended for two (2) additional years with the same terms and conditions.
Firms that consider themselves qualified to provide these services are invited to submit their Proposals on the forms that are available through MERX or as directed in the procurement documents.
The Museum retains the right to negotiate with the Proponents on any aspect of the procurement.
Proposals may be submitted in either official language of Canada.
Proponents can obtain the award result once posted on MERX.
