Request for Proposals (RFP) for Enterprise Information Management (EIM) Services
The Museum is seeking Proposals from potential firms who have managerial and technical experience in providing Services for the “Enterprise Information Management (EIM)” project in Gatineau, Quebec, Canada. This is a one-step two-envelope submission process (Technical and Financial) to select the highest ranked Proponent who may then be invited to negotiate or to enter into a Contract with the Museum.
The selected Contractor will be required to deliver the Services described in the procurement documents including, but not limited to, the following services:
1. Conducting a context and risk analysis (analysis of strengths, weaknesses, opportunities and threats)
2. Formulating an EIM mission, vision and values statement
3. Consulting with Museum staff identified by the project manager based on project needs and constraints in order to confirm the scope and status of IM at the Museum
4. Elaborating the deployment framework and a long-term management and preservation strategy for the Museum’s electronic documents based on growing IM maturity and proposing a modular approach for its implementation, including identifying tools and infrastructure required for bringing the Museum’s IM to maturity, as well as the human resources and skills/knowledge needed to achieve information management maturity at the Museum
5. Developing a plan to be rolled out over five fiscal years with concrete stages to follow to attain the vision
To be considered, Proposals must be received before the Closing Date and Time noted in the MERX ad through the MERX Electronic Bid Submission System. Refer to the Instructions to Proponents for all associated details.
Information provided by the Proponents will be evaluated using the established criteria in the RFP. The criteria relate to previous achievements and experience, as well as technical and managerial expertise.
The Security Requirements for this project are identified in the RFP documents.
It is anticipated to provide the Deliverables and complete the work by March 31, 2023. Refer to the procurement documents for further details.
Firms that consider themselves qualified to provide these services are invited to submit their Proposals on the forms that are available through MERX or as directed in the procurement documents.
The Museum retains the right to negotiate with the Proponents on any aspect of the procurement.
Proposals may be submitted in either official language of Canada.
