Description

Scope of Work:
There are two main components of the work covered by this RFP. The landfill monitoring services are specified in this RFP document. In addition to the work outlined in this document, the successful consulting firm may also be required to provide general landfill engineering services.

Landfill Monitoring:
This contract shall include the supply of all labour, equipment, tools, instruments and all other items necessary for the collection and analysis of ground and surface water samples at four (4) Municipal landfill sites, for a five (5) year period. Without limiting the generality of the foregoing, the work consists of the following:

Collection and analysis of surface water, ground water, and domestic well samples at two (2) closed and two (2) mothballed sites. The mothballed site have not been officially closed but are not in use.
Measurement of landfill gases at two (2) closed landfill sites; and one (1) mothballed site.
Preparation of an annual monitoring report for each landfill site.

Approximately (33) bedrock wells, (93) overburden wells, (28) surface water sampling locations, (14) gas monitors, (2) piezometers, and (2) leachate characterization wells are a part of the Municipality’s current monitoring program. There are four (4) overburden monitoring wells being constructed that are to be included in the monitoring program from year one of this RFP forward. All monitoring must satisfy all C of A requirements as it relates to monitoring, sampling, & reporting services.

General Landfill Engineering Services:
The Consultant may also be requested by the Municipality, from time to time, to conduct additional works, which may include:

Attendance at meetings with the Ministry of the Environment, municipal representatives, or members of the public;
Provide engineering advice on the development of closed or open landfills;
Provide project management and oversight services for new monitoring well installations and construction;
Provide engineering advice and design services for remedial works at active or closed landfills; and
Assist Municipality in annual operational & capital budget preparation
