This Request for Proposals (the “RFP”) is an invitation by the Coordinating Entity to prospective proponents to submit proposals for Consulting Services for HVAC Upgrade Project at Health Sciences Centre as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”).
The Coordinating Entity, as identified on the cover page, is issuing this RFP and administering the RFP process on behalf of the Purchaser(s) identified in Section B – Material Disclosures of the RFP Particulars (Appendix D).
Health Sciences Centre (HSC) will be completing a multi-phase in-patient unit HVAC upgrade. A construction budget of $1,003,709 (Phase 7) is approved and an additional $1,400,000 (Phase 8) is anticipated to be approved. The scope of this RFP is to secure one Supplier to provide prime consulting services for the multi-phase HVAC upgrade which includes any funding that is already approved plus subsequent funding approvals for additional phases of the HVAC upgrade project. Any phase of the project that doesn’t receive funding approval will not proceed.
The scope of these projects may also include additional items such as:
- Modification of patient rooms, e.g. convert patient bed to an airborne isolation or protective environment room.
- Renovation/upgrades of patient support areas such as the nursing desk, clean and soiled utility, patient nourishment, equipment storage, conference rooms, and patient showers and washrooms.
- Addition of Infection Prevention and Control improvements such as handwash sinks.
- Renovation and/or conversion of administrative areas (offices, staff/team rooms, etc.)
- Other system upgrades such as electrical, lighting, fire alarm, public address, nurse call, voice/data, public address, intercom, etc.
Funding for this project may be augmented by other sources such as other Safety & Security funding, Foundation funding, Capital Planning funding, etc. If approved, the range for additional phases of the HVAC upgrade project are estimated to match the current Phase 7 & and Phase 8 budgets. Consulting fees will be negotiated and agreed to if additional phases are approved.
Initial priority for this project is to upgrade ventilation of General Hospital GA wing units, Levels 3, 4 and 5. The Purchaser has conducted a preliminary investigation to serve these units from an existing air handling unit on GA wing level 8, as per the information supplied in the Material Disclosure section.
Future projects may address other in-patient units with exhaust-only mechanical ventilation, as well as replacement of aged mixed-air AHUs in GH wing.
Project documents for Phase 7 and 8 funding must be ready to tender no later than six (6) months after execution of the Agreement.
The term of the agreement is to be for a period of 3 years, with an option in favour of the Purchaser to extend the agreement on the same terms and conditions for 2 x 2 year option terms.
