This Request for Proposals (the “RFP”) is an invitation by the Coordinating Entity to prospective proponents to submit proposals for Cardiac Rhythm Management and Heart Failure Management Devices which includes Pacemakers, Defibrillators, Cardiac Resynchronization Therapy Devices (CRTs), Implantable Loop Recorder (ILRs), Remote Monitoring both single and multi-use, Programmers and Leads, as well as the provision of any related equipment, applications and service. The program also has clinical priorities it would like to achieve as part of the new contract that include:
- Excellence in patient care, with management of cardiac rhythm issues while minimising patient harm (including premature or repeat procedures), and maximising patient satisfaction with care delivery;
- Provision of cost-effective and sustainable remote monitoring +/- programming systems to facilitate delivery of optimal patient care in the community;.
- Maintenance of readily available technical support on an unscheduled, adhoc basis.
- Support of training and continued education for pacemaker clinic staff.

The Coordinating Entity, as identified on the cover page, is issuing this RFP and administering the RFP process on behalf of the Purchaser(s) referenced in Section B – Material Disclosures of the RFP Particulars (Appendix D).
The Province of Manitoba is currently undertaking a health system transformation aimed at improving the quality, accessibility and efficiency of health-care services across Manitoba. This transformation included the creation of Shared Health, an organization that will support provincial planning and integration of services, improved patient care and coordinated services for regional health authorities across the province.
