This Request for Proposals (the “RFP”) is an invitation by the Coordinating Entity to prospective proponents to submit proposals for 24 hours, 7 days per week Community Drop-in Space Services as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”).
The Coordinating Entity, as identified on the cover page, is issuing this RFP and administering the RFP process on behalf of the Purchaser(s) identified in Section B – Material Disclosures of the RFP Particulars (Appendix D).
The intent is to procure 24/7 community drop-in services and supportive environments for individuals with Mental Health and Addictions ("MHA"). This adult only drop-in space will operate when other services are typically closed (e.g., overnight, evenings, weekends) and be welcoming, non-stigmatizing, and offer clients food, recreation as well as access to MHA and other health and social service supports/referrals. The goal is to decrease Emergency Department ("ED") visits and/or police involvement. The space will be located in an urban and high needs area in Winnipeg. It is expected the successful proponent(s) will secure para-professional staff (e.g. peer support workers) with experience in serving this population and provide them with the necessary training to effectively work within this space.
Individuals using substances who do not require hospitalization can go to the 24/7 community drop-in space as an alternative to remaining on the streets where the likelihood of police involvement, ED visits and/or other harmful impacts such as violence and injury, are increased.
As part of current governments’ re-election campaign, the Premier outlined the Safer Streets, Safer Lives Action Plan to address the rising use of meth and other dangerous street drugs in Manitoba communities.
