The Workers Compensation Board of Manitoba (WCB) invites firms to submit a Proposal for the following: To provide a comprehensive evaluation of the WCB's Worker Care Clinic.
Description of Services
The WCB requires the Contractor to conduct a comprehensive evaluation of the Worker Care Clinic pilot program.
The WCB has the following contractual right to audit under the Worker Care Clinic Pilot Agreement:
5.01 Upon the receipt of a request from WCB, the WCC shall within five (5) Business Days give the WCB full access to its premises, Files, data, correspondence, books and other records prepared or obtained in the performance of this Agreement for the purpose of conducting an audit of the Services.
5.02 In conducting an audit pursuant to this Agreement, the WCB acknowledges that the primary purpose of such audit is to access premises and information related to the provision of Services or to any information it may deem necessary to ensure compliance with the provisions of this Agreement including, without limitation, a review of the invoices and billings of the WCC and work performed by the WCC for third parties, which the WCB suspects may be Workers or their employers. The WCB agrees to use best efforts to restrict its audit and review accordingly.
5.03 If the WCB has concerns regarding the safety of a Worker, the WCB shall have the right to attend upon the WCC's premises or any premises occupied by or under the WCC's control where a Worker may be physically required to attend, for the purpose of examining the premises, without prior notice, during Business Hours.
5.04 The findings of the WCB's audit shall be binding on the WCC once approved by the WCB WCC Project Team.
As the Worker Care Clinic pilot program nears the end of its planned duration, the WCB is seeking an external evaluation to assess the program's successes, challenges, potential, and knowledge gained.
The Contractor will be responsible for the following tasks and activities:
a) Conduct a thorough evaluation of the Worker Care Clinic pilot program including a review of program documentation and data;
b) Assess the extent to which the program has achieved its stated objectives and outcomes;
c) Analyze data related to program participants, including demographics, industries, regions, volumes, costs, and outcomes achieved;
d) Evaluate the cost-effectiveness and efficiency of the program;
e) Identify strengths and weaknesses of the program's design and implementation;
f) Provide recommendations for program improvement or expansion;
g) Highlight elements of the program for consideration of incorporating into daily WCB operations;
h) Present findings and insights in a clear and comprehensive written report; and
i) At the WCB's request, participate in presenting the report to the WCB's Board of Directors.
The Contractor is expected to employ a mix of qualitative and quantitative research methods, including use of existing surveys, conduct interviews, data analysis, and any other techniques deemed necessary to complete a comprehensive evaluation. The methodology should be well-documented and adhere to best practices in program evaluation.
The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.
The Vendor's proposed team must have experience in data collection, analysis, and report writing. The Proposal should include an overview of the proposed resources being offered, including profiles of work which highlight their experience performing similar projects.
The Vendor should have the following experience and knowledge (which may be considered an asset when evaluating):
a) Proven expertise in program evaluation, preferably in similar fields or contexts;
b) Familiarity with ethical guidelines and confidentiality requirements in program evaluation; and
c) A track record of successful program evaluations and references from previous clients.
The Contractor will not be required to have and maintain workers compensation coverage for its workers who will be providing the Services, unless required pursuant to The Workers Compensation Act.
The Services shall be conducted onsite at the WCB's office facilities, and from the Contractor's facilities located in Canada, as applicable, unless otherwise agreed in writing.
It is anticipated the Services can be completed within approximately three (3) months but Vendors should stipulate their proposed timeline/methodology in their Proposal. The WCB would prefer commencement of the Services no later than August 2024 to ensure the final written report is completed by early November 2024 (prior to the Board of Directors' November meeting in which a presentation may be required).
