The Workers Compensation Board of Manitoba (WCB) invites firms to submit a Proposal for the following: the WCB is seeking the professional services of an expert external provider in the supply of specified software and implementation of a VMWARE Horizon solution, initially for the WCB's remote access solution using F5 VE software and Cisco Hyperflex technology.
Description of Services
The WCB requires the Contractor to guide and assist the WCB's IT team in the implementation of VMware Horizon using VMware based reference architecture within the WCB's existing environment and Cisco Hyperflex clusters that aligns with business and technical requirements.
Implementation Services
The WCB requires the Contractor to provide implementation services (the "Implementation Services") to guide and assist WCB staff in the implementation of VMware Horizon using VMware based reference architecture within the WCB's existing environment and Cisco Hyperflex clusters that aligns with business and technical requirements. Implementation Services may include but not limited to:
a) Performing a set of activities to assist the WCB in the development of VMware Horizon design based on VMware based reference architecture;
b) Perform a set of activities associated with transforming the VMware Horizon design into a working technical environment;
c) Assist the WCB's technical resources in perform changes to existing infrastructure to work with VWMwareHorizon .contexts;
d) Perform a set of activities to lead the WCB in the installation, configuration, and testing of VMware Horizon solution within the WCB's two (2) data centers VMware ESXi clusters and make operational within a multi-homed eBGP ISP AS routing contexts:
i. Work with the WCB's F5 SME's to establish a secured gateway/connection server services;
ii. Integrate Horizon Gateway and Connection Servers;
iii. Integrate Horizon with the WCB's AD service; and
iv. Integrate Horizon with the WCB's RSA token service;
e) Develop up to sixteen (16) WCB Virtualized Application instances;
f) Provision RDP-based services to existing physical desktop and map user access for approximately five hundred and fifty (~550) users;
g) Design and document a best practices framework to enable WCB VDI provisioning in the near future (includes guides, templates, and framework documents to enable the future VDI practice);
h) Define and assist with backup and recovery inclusions within the existing Veeam solution for the Horizon management hosts;
i) Define and develop operating procedures, technical and administration policies, standards, and procedures;
j) Perform knowledge transfer to the WCB's IT support staff during the implementation Services; and
k) Provide as built documentation.
Software
The Contractor will be required to supply VMware Horizon 8 software license instances.

Product Description: VMware Horizon Enterprise Plus CCU 3Y Licensing Supporting 150 users per Cisco Hyperflex cluster including 25 Horizon App Licenses per cluster.

Product: Horizon NU Subscription
Product Description: VMware Horizon Enterprise Plus NU 3Y Licensing Supporting 250 users per Cisco Hyperflex cluster including 50 Horizon Apps.

The Vendor must be a VMware Authorized Partner in order to be qualified. Certification should be clearly evidenced in the Proposal.
The WCB shall be responsible for providing the following:
a) Access to server environment, work space (if onsite), computers, and WCB staff;
b) Oversight and supervision of WCB staff;
c) Procuring/providing required hardware, if applicable;
d) Procuring/providing required software licensing and ongoing software support agreement; and
e) Procuring/providing consumables and replacement parts, as needed.
The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.
The Contractor will not be required to have and maintain workers compensation coverage for its workers who will be providing the Services, unless required pursuant to The Workers Compensation Act.
The Services may be provided onsite at the WCB's facilities and/or remotely from the Contractor's facilities located in Canada, as applicable, unless otherwise agreed in writing.
The WCB expects the Contractor to commence the Implementation Services immediately upon execution of a written agreement and have the Implementation Services completed on or before June 30, 2023.
