The Workers Compensation Board of Manitoba (WCB) invites firms to submit a Proposal for the following: Conduct professional services to complete an executive search for the recruitment of a President & CEO of the WCB,
Description of Services
The Contractor shall provide the following services in relation to the WCB's President and CEO recruitment process, in consultation with the WCB's Board Chair and the Chair and members of the WCB Governance Committee:
(a) developing a profile for the President and CEO position
(b) developing a recruitment strategy, including candidate sourcing, recruitment literature and interview structure;
(c) sourcing candidates;
(d) screening applicants, including confirming experience and credentials;
(e) testing (psychometric and/or technical testing);
(f) short-listing of qualified candidates;
(g) scheduling interviews;
(h) conducting pre-screen behavioural based interviews;
(i) conducting behavioural based interviews;
(j) conducting reference checks;
(k) conducting background checks, including employment, social media, criminal record and financial/credit checks; and
(l) negotiating remuneration packages and start dates.
The Contractor shall provide a placement guarantee, where, at minimum, it will conduct an additional President and CEO recruitment, at no cost to the WCB, if a successful President and CEO candidate leaves (via resignation or termination with or without cause) the employment of the WCB within one (1) year of their start date.
The Contractor will provide the highest quality candidates to the WCB for the best value through a fair and transparent, competitive recruitment process, utilizing a leading recruitment framework consistent with the unique factors associated with recruitment in the public sector.
Throughout the recruitment process, the Contractor shall be required to work collaboratively with the WCB's Board Chair and the Chair and members of the WCB Governance Committee and the Contractor shall be responsible for the overall management of the Services.
The Services shall normally be provided from the Contractor's facilities with onsite meetings at the WCB's facilities in Winnipeg, Manitoba, as necessary.
It is expected the Contractor will possess, at minimum, the following:
- knowledge and experience with Manitoba's labour market;
- knowledge and experience of executive recruitment at the President and CEO level in the public sector;
- knowledge and experience with behavioural based interviewing;
- ability to perform national candidate searches;
- access to a diverse pool of potential candidates;
- ability to provide the Services on an "as needed" basis in a timely fashion; and
- exceptional communication skills.
Vendors are encouraged to provide the following details in their Proposal:
- areas of specialties;
- pool of candidates;
- service levels (turnaround time) for WCB requests;
- methods of candidate sourcing, selection, and recruitment;
- applicant screening methods;
- placement guarantee;
- estimated time for placement following execution of an Agreement; and
- any value-added services it can provide the WCB.
The Contractor will not be required to have and maintain workers' compensation coverage for its workers who will be providing the Services, unless required pursuant to The Workers Compensation Act.
