The Workers Compensation Board of Manitoba (WCB) invites firms to submit a Proposal for the following: The WCB requires an experienced Contractor to partner with the WCB's Human Resources team to develop and administer annual employee engagement and organizational culture surveys and subsequent pulse check surveys, as well as provide analysis and reporting.
Description of Services
The WCB requires the Contractor to work with the WCB to develop and implement annual employee engagement and organizational culture surveys which will include but not be limited to:
a) The Contractor will utilize a framework that encompasses the latest methodologies, approaches, tools, and metrics utilizing an electronic-based platform that will provide effective analysis, reporting, and timely tracking.
b) As part of the development, the Contractor will provide a project implementation and communication plan. Questions should be designed to support ease of understanding and completion for a diverse workforce. Survey completion should require less than twenty (20) minutes, with consideration to the number of questions, language, and formatting.
c) The Contractor will support survey deployment and facilitate participation by assisting employees with troubleshooting and resolving survey administration challenges.
d) The Contractor will interpret reliable survey results, collate and communicate results to targeted stakeholder groups, and generate user friendly reports based on the findings across various demographics (ensuring subgroups have sufficient numbers to preserve anonymity). The Human Resource team will be provided relevant industry benchmark comparisons. The WCB is open to receiving recommendations on report formats.
e) The Contractor will provide recommendations for the development of action plans with clear change targets and time frames. Recommendations will be clear about the work that needs to be done, sequences, measurable outcomes, timelines, and leadership groups accountable for achieving the desired results.
The WCB aims to implement the first annual employee engagement and organizational culture survey in October 2024 to approximately six hundred (600) of its employees.
The survey must be sustainable and agile to ensure reoccurring pulse surveys can be executed. Data analysis will be provided to the Human Resource team to support action planning. Continued monitoring and evaluation of assessments results will be required, including culture survey results relative to data of high functioning organizations.
The survey must be an online tool that employees can access on desktop computers and laptops, ensuring there are multiple methods for participation to meet the needs of a diverse workforce. The Contractor must describe in its Proposal how confidential information is secured both in transit and while in storage.
The Contractor should indicate the system or software requirements that may be required by the WCB to allow WCB employees to access any web-based or electronic survey instrument.
Reports will be provided to the WCB in a secure format compatible with WCB reporting requirements. This may include, but is not limited to, Microsoft Excel, Microsoft PowerPoint, Microsoft Word, and other applications upon request of the WCB.
The Contractor may be required to attend onsite to present its findings at the WCB's Winnipeg facilities. The WCB anticipates requiring presentations for three (3) employee groups: (WCB Executive Management Committee, WCB leadership, and WCB employees). The presentation to the WCB Executive Management Committee should occur at least four to six (4-6) weeks ahead of the other presentations to allow time to start action planning that can be presented at leadership and employee sessions.
The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.
The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work which highlight their experience performing similar projects.
The Contractor will not be required to have and maintain workers' compensation coverage for its workers who will be providing the Services, unless required pursuant to The Workers Compensation Act.
The Services shall be provided onsite at the WCB's facilities and from the Contractor's facilities located in Canada, as applicable, unless otherwise agreed in writing.
It is expected the Services will be required for an initial period of five (5) years with a preferred start date of June 24, 2024.
