The Workers Compensation Board of Manitoba (WCB) invites firms to submit a Proposal for the following: Provide search, selection, and recruitment services to assist the WCB's Board of Directors in nominating a Chair to be appointed by Order in Council.
Description of Services
The Board of Directors has identified the following potential search, selection, and recruitment steps:
a) candidate sourcing;
b) screening applicants;
c) short-listing of qualified candidates;
d) conducting reference checks;
e) conducting background checks; and
f) negotiating start date.
The WCB will expect the Contractor to provide the highest quality candidates to the WCB for the best value through a fair and transparent, competitive procurement process, utilizing a leading procurement practice framework consistent with executive recruitment in the public sector.
The Contractor shall be required to work collaboratively with the WCB's Corporate Secretary and the Board of Directors who shall be responsible for the overall management of the Services.
The Services shall normally be provided from the Contractor's facilities with onsite meetings at the WCB's facilities in Winnipeg, Manitoba, as necessary.
It is expected the Contractor will possess, at minimum, the following:
a) knowledge and experience with Manitoba's labour market;
b) ability to perform national candidate searches;
c) ability to recruit for specialized positions;
d) access to a diverse pool of potential candidates; and
e) exceptional communication skills.
Prior knowledge and experience of the WCB's internal operations may be considered an asset when evaluating Proposals.
Vendors are encouraged to provide the following details in their Proposal:
a) areas of specialties;
b) pool of candidates;
c) service levels (turnaround time) for WCB requests;
d) methods of candidate sourcing, selection, and recruitment;
e) applicant screening methods;
f) placement guarantee; and
g) any value-added services it can provide the WCB.
The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.
The Contractor will not be required to have and maintain workers compensation coverage for its workers who will be providing the Services, unless required pursuant to The Workers Compensation Act.
