This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Labour, Consumer Protection & Government Services, Capital Project Planning and Delivery (“CPPD”) on behalf of the owner of the project, Manitoba Housing & Renewal Corporation (“Owner”) to prospective proponents to submit proposals for a security upgrades as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”) CPPD requires the services of an Electrical Contractor for security upgrade project for 1030-1046 Selkirk Avenue in Winnipeg. The Scope of Work includes, but is not limited to, the supply, installation and commissioning of CCTV, access control, intrusion detection, intercom systems and exterior/site lighting
CPPD is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be:

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal
A mandatory site visit has been scheduled as follows:
Location: 1030-1046 Selkirk Avenue, Winnipeg, MB
Date and Time: June 16, 2022 at 10:00 AM local time
Proponents are to meet at 1030-1046 Selkirk Avenue, Winnipeg, MB prior to 10:00 AM to sign the site attendance sheet.
Proponents are to pre-register by email to the project manager at jason.decastro@gov.mb.ca. A link to the meeting will be sent as confirmation of attendance. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting.
Deadline for registration is June 15, 2022 at 3:00 PM.
Proponents shall come equipped with hard hats and steel toe boots prior to attending the mandatory walk thru, due to on-going construction on site.
Attendance at the site visit/pre-bid meeting will be confirmed and recorded. Proposals will not be accepted from Proponents who have not attended the pre-bid meeting.
Deadline for questions June 28, 2022. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address. Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the site viewing unless the RFPContact has provided the information in writing.
Bid submission deadline is July 6, 2022 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of submission is accepted for this tender. Please read the tender documents carefully regarding the e-bid requirements.
