Manitoba Public Insurance, Request for Proposal #138 Chiller Purchase and Maintenance Services

Manitoba Public Insurance is seeking proposals from Vendors that will result in two separate agreements with the Successful Vendor.

(a)       Agreement 1 is for the supply and installation of chillers (“Work”):

(i)         Successful Vendor to supply and install two (2) new chillers for the office tower located at 234 Donald Street, and the connected retail mall at 333 St Mary Avenue in Winnipeg, Manitoba.

(ii)        Chillers need to be received by the Contractor no later than November 1, 2025.

(iii)       Successful Vendor to perform work with the following critical milestones:

November 1, 2025 – Equipment delivered to Contractor.
November 1, 2025 to January 31, 2026 – site – Work to be completed.
April 30, 2026 - Commissioning and testing completed.
May 15, 2026 – Substantial Performance

(iv)       MPI intends to utilize a CCDC 2 2020 contract for Work by Contractor. The Successful Vendor will be required to work under the Contractor’s safety program.

(c)        Agreement 2 is for the planned preventative maintenance Services (“Maintenance Services”):

(i)         Successful Vendor to provide certified OEM trained technicians and OEM materials for a planned preventative maintenance program for the new chillers to commence after commissioning.

(ii)        Successful Vendor to provide labour and parts and material on an ‘as and when requested’ basis for Services that include, but are not limited to, repairs. The Successful Vendor must be available to provide the Services, as required, 24 hours a day, 365 days a year, as more fully described in the RFP document.

*There is a size limitation on bid submissions of 20 MB per file. Multiple files may be submitted.

Mandatory Site Visit:
It is mandatory that the Vendor, or a Representative of the Vendor, attends a site visit to examine the scope of the Service Requirements and the existing conditions (“Site Visit”). A maximum of two (2) people per Vendor shall attend. Prior to the Site Visit Vendors should confirm their attendance by email to the email address listed in, and in accordance with Section 6.03 of the RFP.

The Site Visit shall be held on Wednesday, September 25, 2024 starting at 10:00 am local time at 234 Donald Street. As proof of attendance at the Site Visit, MPI will have an attendance form which MUST be signed by the Vendor’s Representative, as more fully described in Section 4.02 Mandatory Site Visit in the RFP document.

The final date for submissions is October 10, 2024 at 4:30 PM (CT). Other dates of significance are contained within the body of the RFP.
