DESCRIPTION OF THE WORK:
Efficiency Manitoba is issuing this Request for Proposal (RFP) to seek the submission of competitive Proposals for a service provider to deliver services for Home Energy Assessments and Insulation Verifications.
The service provider must conduct four types of residential home energy assessments for three income and equity-based programs: The Energy Efficiency Assistance Program (EEAP), Métis Energy Efficiency Offers (MEEO) and First Nation Energy Efficiency Program (FNEEP), and two types of residential insulation verifications for the Home Insulation Rebate Program.
The service provider must conduct assessments and verifications for customers throughout Manitoba as required, including northern Manitoba (above the 53rd parallel). Northern trips must be scheduled regularly according to customer demand and seasonality of upgrades.
Home Energy Assessment and Insulation Verification Types:
The following home energy assessments are required for electric and non-electric customers participating in the income and equity-based programs (EEAP, MEEO, FNEEP):
Electric customers: NRCan EnerGuide Rating System (ERS) D pre-evaluation
Electric customers: NRCan EnerGuide Rating System (ERS) E post-evaluation
Non-electric customers: Home Energy Check-Up (HECU)
Non-electric customers: Home Energy Check-Up post-evaluation
