D4.          SCOPE OF SERVICES

D4.1        The City of Winnipeg is seeking the services of a suitably qualified consulting team 
including quantity surveyor to prepare a feasibility study for redesign and potential renovations 
within Millennium Library. The main objective of the study is to explore design options to improve 
overall safety of library staff and patrons while ensuring the library remains a welcoming and
inclusive public space.

D4.2        Without limitation, the scope of the investigation will focus on architectural design 
improvements primarily in the vicinity of the public lobby and library entrance (as depicted in the 
enclosed floor plan shown in Appendix A). The scope of the study will also consider adjacent 
portions of the weather-protected walkway system and exit stairwells. The City of Winnipeg has 
identified the following priorities:
(a)   Create a safe, inclusive, accessible and welcoming environment for visitors, staff and 
patrons.
(b)   Improve visibility and sightlines to deter illicit activities while supporting natural and 
electronic surveillance of all activities in the Lobby and Customer Service areas.
(c)    Improve visibility and access to public washrooms.
(d)   Evaluate library functions and associated built elements adjacent to the entrance.
(i)     Assess the present layout of customer service fixtures, and other furniture and examine 
recommendations for improvement. Recommend strategies to re- distribute these functions to promote 
efficient movement and alleviate congestion in this area while better serving patrons.
(ii)     Ensure that staff and/or security personnel work areas are positioned at key thresholds 
that can be easily monitored to provide support near the library entrance.
(e)   Incorporate key safety and security criteria into the design options, in consultation with 
Library management for guidance.
(f)    Allow for a gradual, phased approach for the implementation of design strategies.

D4.3        The Accessibility for Manitobans Act (AMA) imposes obligations on The City of Winnipeg 
to provide accessible customer service to all persons in accordance with the Customer Service 
Standard Regulation (“CSSR”) to ensure inclusive access and participation for all people who live, 
work or visit Winnipeg regardless of their abilities.

D4.4        The Consultant will engage Library personnel to acquire data necessary for the 
preparation of their design. Meetings, surveys and other means of information gathering from 
Library personnel with the support of WPL management.

D4.5        The Consultant will engage stakeholder organizations to share information and invite 
feedback from participants.

D4.6        Safety threats in public libraries is not unique to Winnipeg. The Consultant will be 
expected to draw upon the latest scholarly research and examples of successful measures implemented 
at other major library branches.

D4.7        Findings from all design investigations are to be documented and summarized in a 
written report, while being reflected in the proposed design solution(s). Details on summarizing 
stakeholder engagement feedback are available in D5. The proposed design solution(s) and the 
written report will be submitted in draft format for review and feedback prior to being finalized.
The final deliverable will consist of a comprehensive report to summarize the Consultant’s 
investigations, findings and design recommendations. The report will include drawings and diagrams 
sufficient to illustrate the selected design option(s). The Consultant will prepare schematic plans 
and associated construction cost estimates appropriate for feasibility study (Class 4) for each 
option. Cost estimates shall be prepared by a Professional Quantity Surveyor. Estimates for design 
and construction are to be presented as if proceeding in 2025. The Consultant will be expected to 
participate in the presentation of design strategies to Stakeholders as identified by Library 
Services.
D4.7.1             The Services required under D4 shall be in accordance with the City’s Project 
Management Manual http://winnipeg.ca/infrastructure/asset-management- 
program/templates-manuals.stm#2  and templates http://winnipeg.ca/infrastructure/asset-management-program/templates-manuals.stm#4 . Notwithstanding the foregoing, the Consultant is being 
engaged by the City for their professional expertise; the Consultant shall bring to the Consulting 
Contract Administrator’s attention any aspect of the City’s Project Management Manual or templates 
which the Consultant is of the opinion is not consistent with good industry practice.

D4.8        The following shall apply to the Services:

D4.9        The funds available for this Contract are $ 75,000.00.
