The Pinaymootang First Nation (PFN) is planning the construction of a Jordan’s Principle Building on their reserve approximately 240km north of Winnipeg, Manitoba. The building will be approximately 8,500 sq. ft and be an addition to their current Health Centre. The project is expected to be issued for tender in February 2025, and work is expected to begin by May 2025, with the construction being substantially complete by the end of 2026.
The PFN is working with a Project Team including representatives from their leadership, administration, health authority, Indigenous Services Canada, as well as the Project Manager (P. M. Associates Ltd.) and Design Consultant (Northern Sky Architecture Inc.).
It is the intention of the First Nation and the Project Team to prequalify a list of General Contractors who will be invited to submit bids for the construction of the project.

Interested General Contractors must submit a Letter of Interest and completed CCDC 11 Contractor’s Qualification Statement to Pinaymootang First Nation c/o P. M. Associates Ltd. 1440 Erin Street, Winnipeg, Manitoba, R3E 2S8 to the attention of Philip Cesario, or via email to phil@pmgroup.ca, before 2:00pm (Central time), Friday, November 29th, 2024.
The submission will be evaluated using the following criteria:
- recent First Nation project experience in rural or remote locations
- past projects of similar size and complexity
- recent annual value of construction
- site staff level of training and experience
- office staff level of training and experience
- years in business
- present commitments
- legal structure
Incomplete submissions may be rejected without further consideration.
The Project Team may decide to interview some or all of the interested contractors during the submission evaluation process; interviews will take place in Winnipeg, Manitoba. The Project Team will not be responsible for any travel cost incurred by the interviewed contractors.
