Description

The Workers Compensation Board of Manitoba (WCB) invites firms to submit a Proposal for the following: Provide a Payment Card Industry Data Security Standard (PCI DSS) hosted secure payment service utilizing Interactive Voice Response (IVR) phone technology for the processing of secure credit card payments over the phone.

Description of Services
The WCB requires the Contractor to provide a PCI DSS compliant hosted IVR solution for its call centres to allow WCB agents to initiate secure credit card with customers over the phone which will include and/or provide the following:

a) Allow customers to enter their credit card information privately and securely;
b) Process payments using WCB's payment gateway;
c) Log and report all inbound and outbound calls to the hosted IVR service;
d) Log and report all payment gateway transactions;
e) Real-time and historical access to all call and transaction reports;
f) Generate email alerts to WCB for all completed and abandoned transactions;
g) WCB payment gateway vault look-up;
h) Customer text message payment receipts;
i) WCB branding of hosted IVR voice segments;
j) Customized hosted IVR call flow routing;
k) Provision a designated 1-800 phone number;
l) Technical Support Service 24/7;
m) Incident management process with associated service levels;
n) Training for WCB agents and IT staff; and
o) Annual proof of PCI DSS Attestation Of Compliance.

The Services must descope the WCB's Cisco UC VoIP phone system and associated network infrastructure of any PCI DSS compliancy requirements and not record or store any personal data, credit card number, or credit card security number.

The Contractor will not be required to have and maintain workers compensation coverage for its workers who will be providing the Services, unless required pursuant to The Workers Compensation Act.

The Services shall be provided onsite at the WCB's facilities and from the Contractor's facilities located in Canada, as applicable, unless otherwise agreed in writing.

It is expected the Services will be required for an initial period of three (3) years with a preferred start date of September 20, 2023. The WCB shall have an irrevocable option to further extend the Services on the same terms and conditions for one (1) additional period of up to two (2) years.
