This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Public Service Delivery, Capital Projects Planning and Delivery (“CPPD”) to roofing contractors to submit proposals for flat roof replacement as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

CPPD requires the services of a General Contractor for flat roof replacement at Manitoba Archives building, located 200 Vaughan Street, Winnipeg, MB. The Scope of Work includes, but is not limited to, roof system replacement, temporary relocation of existing roof-top mechanical units for the duration of construction, and reinstallation on the new roof. The construction needs to be implemented phased out into two consecutive years due to multi-year budget allocation. Work site location will be occupied during construction.

CPPD is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be:

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

An optional site visit has been scheduled as follows:
Location: 200 Vaughan Street, Winnipeg, MB
Date and Time: February 25, 2025, 11:00 AM local time
Proponents are to meet at 200 Vaughan Street, Winnipeg, MB prior to 11:00 A.M. to sign the site attendance sheet.
Attendance at the site visit will be confirmed and recorded.
Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.

An optional pre-bid meeting has been scheduled as follows:
Location: by video conference using Microsoft Teams
Date and Time: February 19, 2025 2:00 PM local time
Proponents are to pre-register by email to the CPPD procurement at cppdprocurement@gov.mb.ca. A link to the meeting will be sent as confirmation of attendance. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting.
Deadline for registration is the end of the business day February 18, 2025

Attendance at the pre-bid meeting will be confirmed and recorded.
If proponents still wish to view the site, an appointment may be arranged by contacting cppdprocurement@gov.mb.ca.
Proponents are not entitled to rely on information received from CPPD, CPPD’s representatives or other third parties at the pre-bid meeting unless the RFP Contact has provided the information in writing.

Deadline for questions February 26, 2025. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.
Bid submission deadline is March 6, 2025 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
