2024-80-7223-P - Exterior and Site Upgrade

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Consumer Protection & Government Services, Capital Project Planning and Delivery (“CPPD”) on behalf of the owner of the project, Manitoba Housing and Renewal Corporation (“Owner”) to prospective proponents to submit proposals for exterior and site upgrade as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

The work is being done at 166 Henderson Avenue, Whitemouth, Manitoba. Work site location will be fully occupied during construction.

CPPD is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be:

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

An optional site visit has been scheduled as follows:
Location: 166 Henderson Avenue, Whitemouth, Manitoba
Date and Time: October 8, 2024, at 11:00 AM local time

Proponents are to meet at the main entrance of 166 Henderson Avenue, Whitemouth, Manitoba prior to 11:00 AM to sign the site attendance sheet.

Proponents are to pre-register by email to the project coordinator at adel.farhat@gov.mb.ca. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting.

Proponents should register for the site visit by 4:00PM of October 4, 2024. Attendance at the site visit will be confirmed and recorded.

During the site visit, Proponents will have the opportunity to assess and verify existing conditions, including dimensions and quantities.

Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.

Deadline for questions October 16, 2024. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is October 23, 2024 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
