This Request for Proposals (the “RFP”) is an invitation by the Coordinating Entity to prospective proponents to submit proposals for a Mass Notification and Emergency Management System (MNEMS), as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”).
The Coordinating Entity, as identified on the cover page, is issuing this RFP and administering the RFP process on behalf of the Purchaser(s) identified in Section B – Material Disclosures of the RFP Particulars (Appendix D).
The Purchaser(s) require an externally-hosted, integrated mass notification and emergency management solution from a single supplier. The solution will be used throughout the province of Manitoba within each of the Service Delivery Organizations (SDO) (previously known as Regional Health Authorities) and other health organizations as may be required.
An integrated mass notification and emergency management software solution is required to support complex system response to emergent events. Recent urgent emergency responses have emphasized the need for rapid communication, a consistent and timely flow of information, and access to critical documentation for stakeholders.
In order to deal with high volumes of time sensitive communications involving large groups of stakeholders, the Purchaser(s) is looking for a web-based emergency management software application designed for this purpose and future emergency responses. The goal is to have all SDO’s on one provincial platform to improve emergency response coordination and overall situation awareness during emergencies across the health system. In addition, emergency notifications could be sent that would encompass all health entities within Manitoba.
Mass notification capability is also a requirement to satisfy the various health accreditation and national emergency management practice standards.
The Purchasers may, at any time, elect to proceed with adding further sites within the Purchasers and/or adding other regional health authorities or service delivery organizations (SDO) within Manitoba and/or other public entities within the Province of Manitoba to receive the deliverables pursuant to this the subsequent agreement on the same terms as provided for in that agreement.
